Book excerpt: Mark Twain observed, “I'm in favour of progress; it's change I don't like.” Coal dominates Indian energy because it’s available domestically and cheap (especially without a carbon tax). If the global focus is on the energy transition, how does India ensure a just transition? Managing winners and losers will be the single largest challenge for India’s energy policy. Coal is entrenched in a complex ecosystem. In some states, it’s amongst the largest contributors to state budgets. The Indian Railways, India’s largest civilian employer, is afloat because it overcharges coal to offset under-recovery from passengers. Coal India Limited, the public sector miner that produces 85% of domestic coal, is the world’s largest coal miner. But despite enormous reserves, India imports about a quarter of consumption. On the flip side, coal faces inevitable pressure from renewable energy, which is the cheapest option for new builds. However, there is significant coal-based power capacity already in place, some of which is underutilized, or even stranded. Low per-capita energy consumption means India must still grow its energy supply. Before India can phase out coal, it must first achieve a plateau of coal. How this happens cost-effectively and with least resistance isn’t just a technical or economic question, it depends on the political economy of coal and its alternatives. Some stakeholders want to kill coal. A wiser option may be to first clean it up, instead of wishing it away. Across 18 chapters, drawing from leading experts in the field, we examine all aspects of coal’s future in India. We find no easy answers, but attempt to combine the big picture with details, bringing them together to offer a range of policy options.

In spite of sharply declining costs for renewable energy sources, many countries still heavily rely on coal to meet their energy demand. The predominance of coal can only be adequately understood in light of the political factors that determine energy policy formulation. To this end, this edited volume assembles a wide variety of case studies exploring the political economy of coal for across the globe. These includes industrial and developing nations, coal importers and exporters as well as countries that are either substantial coal users, are just beginning to ramp up their capacities, or have already initiated a coal phase-out. Importantly, all case studies are structured along a unifying framework that focuses on the central actors driving energy policy formulation, their main objectives as well as the context that determines to what extent they can influence policy making. This large set of comparable studies will permit drawing conclusions regarding key similarities as well as differences driving coal use in different countries. This book will be of great interest to students and scholars of energy, climate change, resource management, and sustainable development. It will also appeal to practitioners and policymakers involved in sustainable development.

Both contexts are special; with its separate Ministry, coal occupies pride of place in contemporary India, shaping the energy future and influencing the economic and political milieu of the country. The supremacy attributed to coal mining in contemporary India represents how ‘coal nationalism’ has replaced ‘coal colonialism’ in the country, turning this commodity into an icon, a national symbol. In recent years the extraction of coal in forest-covered resource peripheries has dispossessed and pauperised many tribal and rural communities who have used these resource-rich lands for their livelihoods for generations. The combustion of coal to produce electricity constitutes the compelling need, and the factor that prevents the Indian state from fully engaging with the impending realities of a climate-changed future. Coal is the only such source that is readily and abundantly available for supplanting expensive and uncertain imported oil for industrial and utility use. It is the power base on which the synthetic-fuel industry is to be built. And it is seen as a backstop for the faltering nuclear power industry, which is facing a slowdown in new plant construction if not an outright moratorium. The U.S. Coal Industryinvestigates a wide range of economic and policy alternatives by developing and utilizing several linked models that are sufficiently general to deal with policy proposals that may be seen as viable at some future date as well as those now being debated, and sufficiently specific to provide quantitative forecasts of the economic consequences of changes in key variables. These models focus on the broad trade-offs that the United States must make in developing a comprehensive coal-use strategy. Among the relevant trade-offs are environmental regulation versus oil imports, sulfur pollution from Appalachian coal versus strip mining for low-sulfur Western coal, and the hazards of coal mining versus those of nuclear power plants. The introductory chapter reviews the current coal environment, the current state of regulation, and related issues (such as the rent, tax, and railroad situations that can limit or encourage coal production). Subsequent chapters discuss the models used in the analysis (the coal supply model, the demand model, and the link between them, along with a consideration of regional transportation rates), the basic forces in the industry (the drive to western and midwestern coal and the decline of Appalachia, the effects of sulfur pollution regulation, changing relative factor prices, supply and demand developments, user costs, and policy responses), the economics of environmental trade-offs (including their impact on the cost of electricity to consumers), and the coal industry in the absence of a nuclear alternative (the electric utility model as a predictor of nuclear power generation, the effects of a nuclear moratorium, and the interaction of coal and nuclear policy). A final chapter presents a summary and conclusions, encompassing supply side influences, demand side effects, and the impacts of coal policies on oil imports.
