Book excerpt: Global warming, melting polar caps, rising sea levels and intensifying wave-current action, factors responsible for the alarming phenomena of coastal erosion on the one hand and adverse environmental impacts and the high cost of 'hard' protection schemes, on the other, have created interest in the detailed examination of the potential and range of applicability of the emerging and promising category of 'soft' shore protection methods. 'Soft' methods such as beach nourishment, submerged breakwaters, artificial reefs, gravity drain systems, floating breakwaters, plantations of hydrophylous shrubs or even dry branches, applied mostly during the past 20 years, are recognised as possessing technical, environmental and financial advantageous properties deserving more attention and further developmental experimentation than has occured hitherto. On the other hand, 'hard' shore protection methods such as seawalls, groins and detached breakwaters, artefacts borrowed from port design and construction technology, no matter how well designed and well implemented they may be, can hardly avoid intensification of the consequential erosive, often devastating, effects on the down-drift shores. Moreover, they often do not constitute environmentally and financially attractive solutions for long stretches of eroding shoreline. Engineers and scientists practising design and implementation of shore defence schemes have been aware for many years of the public demand for improved shore protection technologies. They are encouraging efforts that promise enrichment of those environmentally sound and financially attractive methods that can be safely applied.

This report evaluates their effectiveness in terms of economic return, protection of life safety, and minimization of environmental effects. According to this report, the vast majority of the funding for coastal risk-related issues is provided only after a disaster occurs. This report calls for the development of a national vision for coastal risk management that includes a long-term view, regional solutions, and recognition of the full array of economic, social, environmental, and life-safety benefits that come from risk reduction efforts. To support this vision, Reducing Coastal Risk states that a national coastal risk assessment is needed to identify those areas with the greatest risks that are high priorities for risk reduction efforts. The report discusses the implications of expanding the extent and levels of coastal storm surge protection in terms of operation and maintenance costs and the availability of resources. Reducing Coastal Risk recommends that benefit-cost analysis, constrained by acceptable risk criteria and other important environmental and social factors, be used as a framework for evaluating national investments in coastal risk reduction. The recommendations of this report will assist engineers, planners and policy makers at national, regional, state, and local levels to move from a nation that is primarily reactive to coastal disasters to one that invests wisely in coastal risk reduction and builds resilience among coastal communities.

Book excerpt: Sea-level rise threatens low-lying areas around the world's coasts with increased coastal flooding during storms. One response to this challenge is to build or upgrade coastal flood defenses. This report examines the potential investment costs of such an adaptation strategy applied globally over the 21st century for sea-level rise scenarios consistent with three Representative Concentration Pathways and 3 Shared Socioeconomic Pathways. For all the protection models considered, much less than half of the world's coast is protected. The total defense costs are significantly higher than earlier estimates, amounting to as much as USD 18.3 trillion. With cost-benefit analysis, there are large uncertainties and empirical observations of protection standards are limited. Hence, the estimates should be considered as indicative, and this remains an important topic for future research. Further, building defenses is not a one-off capital investment. Over the 21st century, the cost of a comprehensive protection strategy is dominated by maintenance costs in all the cases considered in this report. This indicates that in addition to capital investment, the development of appropriate institutions and governance mechanisms to deliver maintenance, as well as the necessary funding streams, are essential for such a protection-based adaptation strategy to be effective.

Decades of beachfront development have seen a variety of efforts to stabilize the shoreline to protect ill-placed beachfront property, both from shoreline erosion and from storm damage. Both of these problems become increasingly critical in a time of rising sea level. Many natural beaches are backed by sea walls, while others have been transformed by whole series of groynes, offshore breakwaters and a plethora of other schemes. Many recreational beaches are actually artificial replicas of the real thing, emplaced to protect badly placed infrastructure and maintained only through ongoing costly beach nourishment. However, all of these attempts to stabilize the shoreline are far from benign. Degradation and even complete loss of the all important recreational beach sometimes results from seawall emplacement. Increasingly, the choice of shoreline stabilization approach will depend upon plans for future response to rising seas which in many cases may involve retreat from the shoreline rather than holding the line. This book explores, through a series of case studies from around the globe, the pitfalls of shoreline stabilization and provides a ready reference for those with an interest in shoreline management. It is particularly timely in a time of global change.
