The first objective is to examining factors influencing ICT-enabled socio-economic development and ICT skills shortage; the second objective is to provide clustering variables that add to our understanding of the multi-dimensions of a country's ICT-enabled socio-economic development. This work will contribute to theory and practice in multiple ways. The first essay will examine the influence of ICT-related educational, business and government structures on ICT-enabled socio-economic development. The second essay will explore relationship between ICT skills shortage and its four relevant factors: gender parity in STEM graduates, organizational investment in human resource development, educational quality, and technological infrastructure. The third essay will characterize ICT-enabled socio-economic development that accounts for multiple dimensions of country characteristics, including institutional and individual entrepreneurship, gender equality, and country governance.

The study aims to investigate the factors influencing the use of mobile technologies in resource-constrained rural schools of North West Province; and also to conceptualize a framework, underpinned by the Unified Theory of Acceptance and use of Technology, towards the understanding of these underlying factors.
