Download or read book Efficiency in Environmental Regulation written by Ralph A. Luken and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: A management agency --such as a publicly or privately owned electric utility -- must, if it is to be efficient in carrying out its day-to-day tasks, have a means of monitoring its performance to assess the efficiency of its operations and the effectiveness of its planning. For example, how did the demand for electricity compare with that assumed in planning? How effective were the incentives applied to induce energy conservation by users? Such ex post analyses are essential for improving the planning process and hence for improving decisions with respect to efficiency and resource allocation. Unfortunately, it seems to be very difficult for public agencies to make such ex post evaluations an integral part of agency activities, whether the agencies are "producers," e. g. , the Corps of Engineers or the Bureau of Reclamation with respect to water resources management, or are regulatory agencies such as the Environmental Protection Agency or the Food and Drug Administration. Here and there a few ex post analyses of agency programs have been done, but rarely by the responsible agency itself. These analyses have attempted to compare the results actually achieved with the results estimated in planning, either in terms of project outputs or in terms of effectiveness of regulatory and/or economic incentives in inducing desired changes in behavior.

Download or read book Risk and Responsibilisation in Public Communication written by Antoinette Fage-Butler and published by Taylor & Francis. This book was released on 2023-10-23 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the connections between risk and responsibilisation in official communication to the public about the global risks of the pandemic and climate change. Our media spheres in the 2020s have been saturated with information about what we should or should not be doing to meet the challenges of the COVID-19 pandemic and climate change. Although the ability of risk communication to ‘responsibilise’ the public is central to its functioning in our societies, this aspect has so far been under-investigated in academia. To address this lacuna, Antoinette Fage-Butler develops a discursive approach to risk communication that focuses on the values that are communicated in risk messages. Examples of official risk communication about the pandemic and climate change from national and transnational contexts are analysed and compared, leading to new empirical findings and theoretical insights about the nature of risk and responsibilisation. Fage-Butler also builds on recent stirrings in the evolving field of risk communication that highlight the importance of cultural and value-related factors. Overall, this book will equip researchers with an approach to risk communication that reflects the complexity of today’s global risk challenges. Risk and Responsibilisation in Public Communication will be of great interest to students and scholars of risk communication, public health and environmental studies.

Download or read book Human and Ecological Risk Assessment written by Dennis J. Paustenbach and published by John Wiley & Sons. This book was released on 2024-04-15 with total page 1319 pages. Available in PDF, EPUB and Kindle. Book excerpt: Understand the fundamentals of human risk assessment with this introduction and reference Human risk assessments are a precondition for virtually all industrial action or environmental regulation, all the more essential in a world where chemical and environmental hazards are becoming more abundant. These documents catalog potential environmental, toxicological, ecological, or other harms resulting from a particular hazard, from chemical spills to construction projects to dangerous workplaces. They turn on a number of variables, of which the most significant is the degree of human exposure to the hazardous agent or process. Human and Ecological Risk Assessment combines the virtues of a textbook and reference work to introduce and analyze these vital documents. Beginning with the foundational theory of human health risk assessment, it then supplies case studies and detailed analysis illustrating the practice of producing risk assessment documents. Fully updated and authored by leading authorities in the field, the result is an indispensable work. Readers of the second edition of Human and Ecological Risk Assessment will also find: Over 40 entirely new case studies reflecting the latest in risk assessment practice Detailed discussion of hazards including air emissions, contaminated food and soil, hazardous waste sites, and many more Case studies from multiple countries to reflect diverse international standards Human and Ecological Risk Assessment is ideal for professionals and advanced graduate students in toxicology, industrial hygiene, occupational medicine, environmental science, and all related subjects.

Containing more than 300 entries and essays interspersed throughout, it uses the most current scientific data to explain the different types of pollutants including properties, production, uses, environmental release and fate, adverse health response to exposure, and environmental regulations on human exposure. It provides the scientific background on the water, soil, and air of environments where the pollutants are released. Coverage also includes pollution regulation, the function of federal regulatory agencies and environmental advocacy groups, and the technology and methods to reduce pollution and to remediate existing pollution problems. Numerous case studies explore the most infamous of pollution events such as the Exxon Valdez oil spill, the Gulf War oil well fires, the Chernobyl disaster, Hurricane Katrina, the World Trade Center disaster, and the Love Canal in New York, among many others—including those that had great impact on legislation or that were used in popular media such as the films Erin Brockovich and A Civil Action. Biographies are provided of some of the leaders and pioneers of pollution study and activism. Other useful features include a detailed glossary, a timeline, and tables.
