It discusses how lending is shaped by the shadow of failure, and the possibility that borrowers will break their promises and fail to repay their debts. Developed countries, have managed to establish well-defined property rights over numerous resources and in some instances extended non-exclusionary rights over privately owned resources over an extended period of time. In the developing world, however, the share of community property is extensive, either as a response to an expanding market or because the exposure to markets in still in its nascent stage. This coupled with the demands of globalization, has led to the co-existence of both community ownership of resources as well as an evolving private property rights market. This tension between public versus private ownership rights is particularly relevant in the developing countries of South Asia, not only because of its shared history but also because of its resources frequently cross national boundaries. This book tells the story of CPRs and the commons in a rapidly changing South Asia. Including contributions from those working with natural resources in Bhutan, India, Nepal, Pakistan, and Sri Lanka, the papers discuss issues such as equity in distribution; efficiency and productivity of resources; sustainability of resources; and institutional transition and governance.

This book defends an alternative conception of trust as a moral phenomenon. When one person trusts another to do something, the first relies on the second’s commitment(s). So, trust reflects—and is a product of—agreement about the commitments and obligations that bind persons who live and work together. These commitments and obligations can be implicit, but building (or rebuilding) trust often requires making these commitments and obligations explicit, defining the terms of cooperation. Part 1 argues that this account of trust better captures our actual trust practices, and it draws out connections with both the philosophy and the social science literatures. It also describes the process of creating trust relationships with reference to trust invitations. Part 2 addresses practical applications of the account defended here, in the context of social relationships, economic systems, and within business organizations. These applications emphasize the material benefits of trust but, separate from those, Part 2 argues that trust is an intrinsic good—so we have moral reason to trust. In collectivist societies, people are connected through networks of strong personal ties where the behavior of all agents is constantly monitored and controlled. As a result, individuals in collectivist networks are assured that others will abide by social norms, and gain a sense of security erroneously thought of as “trust.” However, this book argues that this security is not truly trust, based on beliefs regarding the integrity of others, but assurance, based on the system of mutual control within the network. In collectivist societies, security is assured insofar as people stay within the network, but people do not trust in the benevolence of human nature. On the one hand, transaction costs are reduced within collectivist networks, as once accepted into a network the risk of being maltreated is minimized. However, joining the network requires individuals to pay opportunity cost, that is, they pay a cost by forgoing potentially superior opportunities outside the security of the network. In this era of globalization, people from traditionally collectivistic societies face the challenge of learning how to free themselves from the security of such collectivistic networks in order to explore the opportunities open to them elsewhere. This book presents research investigating how the minds of individuals are shaped by the conflict between maintaining security inside closed networks of strong ties, and venturing outside of the network to seek out new opportunities.
