Book The Development of Aid

Download or read book The Development of Aid written by Gerard Van Bilzen and published by Cambridge Scholars Publishing. This book was released on 2015-01-12 with total page 775 pages. Available in PDF, EPUB and Kindle. Book excerpt: Aid to developing countries started well before World War II, but was undertaken as an ad hoc activity or was delivered by private organizations. This changed after the War. In his Inaugural Address in 1949, the American President, Harry Truman, announced a “bold new programme for making the benefits of our scientific advances and industrial progress available for the improvement and growth of underdeveloped nations” (the so-called “Point IV” Plan). At that time it was thought that this support would be needed only for a limited number of years, comparable to the Marshall Plan assistance to Europe. But reality proved to be different: providing aid was a very long-term affair. Since the Fifties, the aid provided has changed at different occasions. In the beginning, aid concentrated on constructing infrastructure, such as roads, railways, dams, and harbours, in order to promote industrial development. In the Sixties, aid to agriculture was added, and in the Seventies aid to social sectors (Basic Needs) was also provided. The Eighties brought worldwide debt problems. Major donors applied structural adjustment policies; some called this the lost decade (década perdida). The Nineties saw the arrival of the first environmental considerations, and asked for attention for the role of women and good governance. The form of aid changed from projects to programmes and budget support. Describing the different aid forms of the last 65 years and analysing why aid changed from time to time are the subjects of this book. Professionals and students in the area of international cooperation will benefit from studying this history, as, at this moment, old concepts are reappearing or applied by new donors like China. Is the pendulum really swinging back, as Louis Emmerij at one point suggested?

Download or read book States in Disguise written by Belgin San-Akca and published by Oxford University Press. This book was released on 2016 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is a long history of state governments providing support to nonstate armed groups fighting battles in other countries. Examples include Syria's aid to Hamas, Ecuador's support for FARC, and Libya's donation of arms to the IRA. What motivates states to do this? And why would rebel groups align themselves with these states? In States in Disguise, Belgin San-Akca builds a rigorous theoretical framework within which to study the complex and fluid network of relationships between states and rebel groups, including ethnic and religious insurgents, revolutionary groups, and terrorists. She proves that patterns of alliances between armed rebels and modern states are hardly coincidental, but the result of systematic and strategic choices made by both states and rebel groups. San-Akca demonstrates that these alliances are the result of shared conflictual, material and ideational interests, and her theory shows how to understand these ties via the domestic and international environment. Drawing from an original data set of 455 groups, their target states, and supporters over a span of more than sixty years, she explains that states are most likely to support rebel groups when they are confronted with internal and external threats simultaneously, while rebels select strong states and democracies when seeking outside support. She also shows that states and rebels look to align with one another when they share ethnic, religious and ideological ties. Through its broad chronological sweep, States in Disguise reveals how and why the phenomenon of state and rebel group alliances has evolved over time.

Download or read book This Is My Jail written by Melanie Newport and published by University of Pennsylvania Press. This book was released on 2022-11-15 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: While state and federal prisons like Attica and Alcatraz occupy a central place in the national consciousness, most incarceration in the United States occurs within the walls of local jails. In This Is My Jail, Melanie D. Newport situates the late twentieth-century escalation of mass incarceration in a longer history of racialized, politically repressive jailing. Centering the political actions of people until now overlooked—jailed people, wardens, corrections officers, sheriffs, and the countless community members who battled over the functions and impact of jails—Newport shows how local, grassroots contestation shaped the rise of the carceral state. As ground zero for struggles over criminal justice reform, particularly in the latter half of the twentieth century, jails in Chicago and Cook County were models for jailers and advocates across the nation who aimed to redefine jails as institutions of benevolent transformation. From a slave sale on the jail steps to new jail buildings to electronic monitoring, from therapy to job training, these efforts further criminalized jailed people and diminished their capacity to organize for their civil rights. With prisoners as famous as Al Capone, Dick Gregory, and Harold Washington, and a place in culture ranging from Upton Sinclair’s The Jungle to B. B. King’s Live in Cook County Jail, This Is My Jail places jails at the heart of twentieth-century urban life and politics. As a sweeping history of urban incarceration, This Is My Jail shows that jails are critical sites of urban inequality that sustain the racist actions of the police and judges and exacerbate the harms wrought by housing discrimination, segregated schools, and inaccessible health care. Structured by liberal anti-Blackness and legacies of violence, today’s jails reflect longstanding local commitments to the unfreedom of poor people of color.
