Book excerpt: Under a treasury buyout (TB), producers gain, consumers are not taxed to fund the buyout, and society does not face efficiency losses due to the buyout. For these reasons, producers, consumers, and society favor a TB over a CTB. The third paper analyzes and compares the impact of the US Tobacco Quota Buyout within both a partial and a general-equilibrium framework. In a partial-equilibrium framework (as presented in the first paper) a tobacco quota buyout results in producer gains, consumer losses, and net losses because of higher prices and deadweight losses. Within a general-equilibrium framework, the tobacco quota buyout results in a decrease of society\U+2019\s smoking-related healthcare costs due to the decrease in demand for tobacco. It also leads to an increase in worker productivity as employees reduce the amount of smoking-related sick days taken.

Elimination of the quota programs exposed producers more to market risks and brought about structural changes at farm, regional, and marketwide levels. Since the buyouts, many peanut and tobacco farms have exited production. Freed of the planting restrictions in the quota programs, production of peanuts, and to a lesser extent of tobacco, has been relocated to regions better suited to their growth. While total acreage and prices for peanuts and tobacco have remained below pre-buyout levels, the lower prices ¿ along with increased production efficiency ¿ have supported renewed growth in demand, particularly in export markets. Book excerpt: Legislation is pending in the 108th Congress (S. 1490, H.R. 3160) to eliminate tobacco quotas and compensate quota owners (whether they are absentee owners or active producers) at the rate of $8 per quota pound. Active producers would lose price support, but would receive a lump sum transition payment of $4 per pound on their production history, including the quota they own as well as any quota they rent. A precedent for quota buyouts was established in the 2002 farm bill, which terminated peanut quotas and compensated the owners with a $0.55 per pound payment. Active peanut producers continue to receive price support. A comparison of peanut and tobacco quota buyout rates shows that the two are substantially comparable (relative to past quota rental rates). However, current USDA budget projections indicate that continuing operation of the peanut subsidy program likely provides significantly higher benefits than the proposed tobacco transition payment (relative to the costs of production of each commodity).

Book excerpt: Despite a gradual and sustained decline in the contribution of agriculture to the economies of the member countries of the Organization for Economic Cooperation and Development (OECD), the sector remains socially and politically important. Although agriculture accounts for less than 2% of the gross domestic product of the OECD countries, it occupies over 35% of their total land area. Predominantly rural regions, where agriculture remains particularly important, contain almost one quarter of the population of OECD countries. The past quarter century has witnessed signi?cant changes in agricultural po- cies in OECD countries. Although total support remains high, a shift has taken place from price-linked measures to direct income support, most notably in the European Union. Policies have been adapted to meet pressing social concerns, such as ens- ing food security and improving environmental quality. OECD countries face major economic issues due to the ageing of their populations and the need to adapt to gl- alization and increasing competition from emerging economies. Continued pressure to reform agricultural policies will be exerted by the need to economize on the use of scarce public resources. At the same time, agriculture faces new challenges g- erated by climate change, the “greening” of the economy, increasing scarcity of energy and water, and the demands placed on the food system by an expanding world population.
