Book excerpt: Leadership development in the military is a multifaceted process that takes place over an officer's entire career. At its most basic level, this development occurs through professional experiences and a progressive series of professional military education, of which joint professional military education (JPME) is a subset. In May 2020, the Joint Chiefs of Staff (JCS) issued a vision statement with guidance and objectives for leadership development in the armed services. This vision calls for an outcomes-based approach that emphasizes ingenuity, intellectual application, and military professionalism. The new approach focuses on what students must accomplish rather than traditional metrics, such as curriculum content or the amount of time spent learning specific material. The JCS also emphasized the need to integrate officer talent management (TM) and JPME because these functions are so closely connected. To support the implementation of this vision, the authors reviewed foundational, policy, and implementation documents; conducted semistructured interviews with senior representatives of relevant joint and service offices; and analyzed officer personnel data. They used these methods to (1) describe joint educational institutions' transitions to an outcomes-based approach, (2) examine performance expectations and the qualities needed in effective joint officers, (3) explore how joint performance is measured, and (4) see how challenges in TM systems and processes affect the implementation of JPME, Phase II. They also provide recommendations for how joint stakeholders and the military services can best integrate the TM and JPME processes to support the outcomes-based approach.

Book excerpt: This Open access book offers updated and revised information on vessel health and preservation (VHP), a model concept first published in poster form in 2008 and in JVA in 2012, which has received a great deal of attention, especially in the US, UK and Australia. The book presents a model and a new way of thinking applied to vascular access and administration of intravenous treatment, and shows how establishing and maintaining a route of access to the bloodstream is essential for patients in acute care today. Until now, little thought has been given to an intentional process to guide selection, insertion and management of vascular access devices (VADs) and by default actions are based on crisis management when a quickly selected VAD fails. The book details how VHP establishes a framework or pathway model for each step of the patient experience, intentionally guiding, improving and eliminating risk when possible. The evidence points to the fact that reducing fragmentation, establishing a pathway, and teaching the process to all stakeholders reduces complications with intravenous therapy, improves efficiency and diminishes cost. As such this book appeals to bedside nurses, physicians and other health professionals.

Book excerpt: In 1803 in the colonial South American city of La Plata, Doña Martina Vilvado y Balverde presented herself to church and crown officials to denounce her husband of more than four years, Don Antonio Yta, as a “woman in disguise.” Forced to submit to a medical inspection that revealed a woman’s body, Don Antonio confessed to having been María Yta, but continued to assert his maleness and claimed to have a functional “member” that appeared, he said, when necessary. Passing to América is at once a historical biography and an in-depth examination of the sex/gender complex in an era before “gender” had been divorced from “sex.” The book presents readers with the original court docket, including Don Antonio’s extended confession, in which he tells his life story, and the equally extraordinary biographical sketch offered by Felipa Ybañez of her “son María,” both in English translation and the original Spanish. Thomas A. Abercrombie’s analysis not only grapples with how to understand the sex/gender system within the Spanish Atlantic empire at the turn of the nineteenth century but also explores what Antonio/María and contemporaries can teach us about the complexities of the relationship between sex and gender today. Passing to América brings to light a previously obscure case of gender transgression and puts Don Antonio’s life into its social and historical context in order to explore the meaning of “trans” identity in Spain and its American colonies. Book excerpt: EveryWoman, a coalition of women’s organizations and formations (currently numbering 11), combined with individual women affiliates and backed up by a FaceBook Page (with more than 100,000 followers), was formally organized in August, 2017, for the purpose of defending democracy and upholding women’s rights and dignity at a time when these are under severe attack not only in the Philippines but globally. We had come together, cutting across diverse socioeconomic, ethnic, professional, ideological, and generational backgrounds, to propel organized pushback against the further erosion of civic (also civil) space and of the status and rights that Filipino women have fought hard to attain and have won over the years. As such, our actions in the past years have tended towards the loud and dramatic – in the streets, in public fora, in stinging public statements, often joining our voice with those of our allied Hubs in Tindig Pilipinas. A book had no space in our crowded blueprint for 2020. But then the COVID-19 pandemic happened. As with everyone else, EveryWoman’s world was turned upside down. Needing to get back our bearings – personally, organizationally, politically – we started discussions to try to understand the situation better, including the nature of this global health crisis, how it was affecting different aspects of our national life, how it was especially reshaping women’s lives on the ground, how government was responding (or not), the role of the private sector and other institutions, the plight of ordinary citizens. We probed our own areas of work and engagement. We invited friends and colleagues where we needed help. We saw it to be our responsibility to continue to surface and strengthen women’s perspectives and agency in these difficult and extraordinary times. And, thus, this book was born, emerging from every woman talking to each other and claiming our space to speak up and be heard, intent to make a difference – especially since we saw no women at the frontlines of the national task force set up by the President to respond to the crisis.

They are mined the world over, with aggregates accounting for the largest volume of solid material extracted globally (Peduzzi, 2014; Beiser, 2018). At the same time, these materials cannot be produced from our terrestrial, riverine and marine environments in quantities needed to meet demand from a world of 10 billion people without effective policy, planning, regulation and management. Such actions remain largely unaddressed by decision makers in public or private sectors. It is time to challenge the paradigm of infinite sand resources through constructive dialogue and solution-finding. This report aims to be the starting point from which a productive global conversation on sand extraction can begin. This synthesis was produced following a United Nations Environment Programme expert roundtable event held on 11 October 2018 in Geneva, Switzerland. The discussions emphasised potential solutions for mitigating mineral sands and aggregates extraction impacts and generating adequate support for responsible consumption pathways. Expert views were collated and complemented with additional research and consultation to distil key messages on an agenda for tackling this issue in 2019 and beyond.
