Book excerpt: A significant number of measurements of acoustic and ambient noise environmental data have been made over the past 15 years. Unfortunately, the processing, analysis, and reporting of these measurements have not been pursued at a commensurate level. It seems that there are always more funds available for measurement than for analysis. Hence, it is reasonable to assume that present data which have not received complete processing attention may contain some undiscovered gems that could be extremely valuable to a current program. Furthermore, these gems may be 'mined' at relatively low lost compared to the cost of fielding an experiment to reacquire the data. The key, of course, is to scrutinize the data very closely to determine if the potential for gems existing in the data is high, the quality of the storage medium is adequate, and the necessary ancillary information is available. This includes deployment logs, environmental measurements, and descriptions of measurement conditions that include factors influencing the processing and analysis of the data. An additional consideration, some corporate knowledge must still exist concerning the data. These concerns were the motivating factors for conducting this VLF ambient noise workshop. (RH).

Book excerpt: In FY 1990, Congress directed the Secretary of the Navy to commission a study by the National Academy of Sciences for the production of an integrated technology plan for the evolution of aircraft carriers in the first half of the twenty-first century. The House-Senate conferees emphasized "that the product of this study is to be a technology plan for the evolution of sea bases for the most efficient and economical accommodation of tactical air power in the first half of the twenty-first century". Based on this broad charter of evaluating sea bases, an examination of the floating ocean platform concept was included in the study. The floating ocean platform is a generic description of a large, relatively stationary or slowly mobile, platform that can be positioned in most areas of the ocean, and can serve a variety of purposes. The present report was the author's input to the study. It was based on technical analyses, literature reviews and surveys, and discussions/visits with the main groups and organizations involved in developing the floating ocean platform. All discussion material was unclassified, as are the contents of this report. All the external inputs and discussions, too numerous to mention, made this report possible, and are greatly appreciated. The first part of this report is the summary narrative that was submitted by the author to the Technology Group of the study. The second part is the viewgraphs that were presented to the Technology Group by the author on 12 February 1991. The third part is a selected bibliography of studies on the floating ocean platform over the past two decades, with over three thousand references identified.

However, such a workshop must take place in a dynamic environment. The- fore the main topics of the previous events were always adapted to the most interesting subjects of the new period. This book has been designed as a reference text which describes, albng with the instruments themselves, the accumulated practical experi ence of experts engaged in field observations of air-sea interac tions. It is meant to supplement rather than replace manuals on standard routine observations or instnunentation handbooks. At the inception a textbook was planned, which would contain only well tested methods and instruments. It was quickly discovered that for the book to be useful many devices and techniques would have to be included which are still evolving rapidly. The reader is therefore cautioned to take nothing in these pages for granted. Certainly, every contributor is an expert, but while some are back ed up by generations of published work, others are pioneers. The choice of topics, of course, is debatable. The types of observa tions included are not exhaustive and topics such as marine aero sols and radio-tracers are omitted, as was the general subject of remote sensing, which was felt to be too broad and evol ving too rapidly. The guideline adopted in limiting size was maximum use fulness to 'a trained experimentalist new to the field'.
