Available in PDF, EPUB and Kindle. Book excerpt: The contributions in this publication are an outcome of growing concerns around the world about the prevailing inefficiencies in agriculture and agribusiness and the need to improve productivity, profitability, and financial sustainability of agriculture and agribusiness by privatizing state- owned enterprises and eliminating unnecessary government regulations. It is in this context that an international symposium was organized on April 19-30, 1993, to address these policy concerns and thereby to improve the long-term prospects for productive and financially sustainable agriculture and agribusiness development. The policy issues addressed herein were identified in a series of discussions at IFDC and with the authors. The main objectives were to focus on analytical policy issues that accelerate the process of privatization and market deregulation of publicly owned and operated enterprises and to provide necessary operational guidelines for policy reforms. This publication is structured around four main topics: (1) the role of agribusiness in economic development; (2) possible approaches and guidelines for privatization and deregulation of agribusiness; (3)the necessary enabling policy environment for privatization and deregulation; and (4) selected case studies. The views expressed in this publication belong solely to the respective authors and should not be attributed to IFDC, World Bank, or other organizations represented. Readers should keep in mind that when authors refer to `current' or `present' situations, they generally mean 1992/93 unless otherwise specified.

Book excerpt: Privatization has been embarked since the late 1970 s in the belief that the private outperforms the government in handling and controlling enterprises. Since its introduction however there arose so many controversial feelings on its performance throughout the world. What enhances the public enterprises in developing countries for privatization is their economic incapability and governments of these countries expressed their successes in implementing it. Researchers and economists are hence very busy in identifying the successes or failures of privatization. Irrespective of the elucidations and conclusions given by the governments of developing countries which have enjoyed from the privatization platform, most research findings showed privatization in these countries are alarming. The main objective of this study is therefore to identify and analyze the challenges, limitations and other scenarios of privatization so as to evaluate the post-privatization performance of privatized industrial establishments in Ethiopia.

Book Reforming Infrastructure

Download or read book Reforming Infrastructure written by Ioannis Nicolaos Kessides and published by World Bank Publications. This book was released on 2004 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Book State and Economic Development in Africa

Download or read book State and Economic Development in Africa written by Aaron Tesfaye and published by Springer. This book was released on 2017-07-20 with total page 201 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book critically assesses the impact of Ethiopia’s policy of Agriculture Development Led Industrialization. Employing qualitative and quantitative analysis, it presents empirical evidence suggesting persistent economic growth. The research highlights improvements in infrastructure, health care, education, poverty alleviation as well reductions in infant mortality rate. The impact of this economic growth has however had led to only slight improvements in the plight of the poor. The author argues that, while significant steps have been achieved with measurable economic gains, there are still undeniable obstacles within the federal system: prevailing patron-client relationships, constraints on state capacity to efficiently and effectively implement policy, and bureaucratic rent-seeking in the provision of public goods. The author concludes that these problems will have to be resolved before Ethiopia’s political economy can achieve the stage of sustainable development

Book Privatization and Public Enterprises

Download or read book Privatization and Public Enterprises written by Mr.Richard Hemming and published by International Monetary Fund. This book was released on 1998-09-15 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the role that privatization can play within a wider strategy designed to overcome the problems associated with public enterprises. For this purpose, privatization is defined as a transfer of ownership and control from the public to the private sector, with particular reference to asset sales. It is therefore equated with total or partial denationalization. Economic efficiency is not only the key to improving the performance of the public enterprise sector, but is also the source of other gains often attributed to privatization, in particular, its favorable budgetary impact. To public enterprises that are subject to national or international competition, privatization offers the possibility of increased productive efficiency as government financial backing is withdrawn and bankruptcy and takeover become possibilities. The admissibility and desirability of privatization, as well as what types of enterprise should be privatized, ought to be determined by similar considerations in both industrial and developing countries.
