The cart is the enterprise in question. One horse is called Political Goals and is flighty and fickle; the other is called Economics, and is slow and steady. They have to pull the cart along the Road to Privatisation, which is a rough, boulder-strewn track. The cart is full of cases of vintage wine, which is unfortunate because the horses are pulling in different directions. The bottles of wine, which can be enjoyed only when the cart reaches its goals, are labelled 'improved efficiency', 'high sales price', 'effective governance', 'economic investment', and so on. Since the mid-1970s the idea of privatisation has been promoted and the elections of Margaret Thatcher as prime minister of Britain and Ronald Reagan as president of the United States, in 1979 and 1980 respectively, led to a huge privatisation movement in industrial countries. Although some developing countries engaged in privatisation activities during the early 1980s - Chile was a front runner in this movement - most of those countries did not implement privatisation as a tool of macroeconomic liberalisation before the late 1980s. Since then many experiences have been collected and led to different forms of private sector involvement. Privatisation, public-private-partnerships (PPP) and private-sector-participation (PSP) are common used expressions although the differences between them are very unclear. Nevertheless these approaches have become driving forces in international development strategies although the success is highly questionable. There seems to be a lack of knowledge on the benefits and risks of the private sector involvement in developing countries. Especially the effects in the water sector produced opposing results. There is a particular focus upon the impact this may have on the poorest, the informal, slum and shanty dwellers of the rapidly growing cities. Economic regulation, usually introduced in the context of private operation of monopoly water supply, can deliver objectivity and transparency in the price-setting process for public as well as private providers. The book describes and analyses these issues through a consideration of ten country case studies. As a starting point, the current situation for the provision of water and sanitation services for the poorest through non-regulated public providers in India and Uganda is reviewed. Comparative chapters are then presented on Ghana, Philippines, Bolivia, Jordan, Zambia and Indonesia, all with varying degrees of private sector involvement and regulation. Finally the experiences of two richer countries are considered - Chile and England, countries with the longest experience of economic regulation and the 'most privatized' suppliers. In all cases there is a focus on the very necessary role of customer involvement in price-setting and service monitoring and on the role of alternative (private) service providers.

Development redirects, consumes, and pollutes water. It also causes changes in the state of natural water reservoirs, directly by draining aquifers and indirectly by melting glaciers and the polar ice caps. Maintaining a sustainable relationship between water and development requires that current needs be balanced against the needs of future generations. The development community has transformed and broadened its approach to water since the 1980s. As stresses on the quality and availability of water have increased, donors have begun to move toward more comprehensive approaches that seek to integrate water into development in other sectors. This evaluation examines the full scope of the World Bank s lending and grant support for water activities. More than 30 background papers prepared for the evaluation have analyzed Bank lending by thematic area and by activity type. IDA and IBRD (the Bank) have supported countries in many water-related sectors. The evaluation, by definition, is retrospective, but it identifies changes that will be necessary going forward, including those related to strengthening institutions and increasing financial sustainability. Lessons and results from nearly 2,000 loans and credits, and work with 142 countries are identified.
