Book excerpt: Demand heterogeneity often makes it profitable for firms to price and promote goods and services differently in different market segments. When private consumption brings public benefits, this same heterogeneity can be used to target public subsidies. We explore the design of publicprivate targeting and segmentation strategies in the case of a resource-conserving agricultural technology in India. To understand farmers heterogeneous demand for laser land leveling (LLL), we conducted an experimental auction for LLL services with an integrated randomized controlled trial to estimate the private benefits of the technology. We use graphical and econometric approaches to characterize farmer demand for LLL. We then add detailed cost data from LLL providers to simulate and evaluate several potential targeted delivery strategies based on measures of (1) the cost-effectiveness of expanding LLL dissemination, (2) water savings, and (3) market surplus in a welfare framework. These simulations demonstrate inherent tradeoffs between increasing the amount of land that is leveled and expanding the number of farmers who adopt the technology, and between adoption and water savings. While segmenting and targeting are popular elements of many publicprivate partnerships to develop and disseminate agricultural technologies, formulating and implementing effective delivery strategies requires a rich understanding of costs, benefits, and demand. Our experimental approach generates such an understanding and may be relevant in other contexts.

Book excerpt: The economic debate underlines the reasons why discount rates of infrastructure projects should be similar, regardless the public or private source of financing, during the forecast period when flows are risky but predictable. In contrast, we show that the incompleteness of contracts between governments and private firms beyond the forecast period (i.e., when flows of net social benefits are state-contingent) entails expected terminal values that are systematically larger under government rather than private financing. This effect provides a new rationale for applying a lower discount rate in the assessment of projects under public financing as compared to private financing.

Rather, ecological economics, founded at the end of the 1980s as an attempt to combine social and natural s- ence approaches(in particular economics and ecology) to study especially long-run environmental problems in an encompassing manner, has mainly developed into an interdisciplinary research forum on environmental-economicissues. Particularly uni?edbycertainnormativestances sharedwithinits community,it constitutes,well understood, a new discpline of its own right, distinct from economics, with its own scienti?c standards, questions, methodologies and institutions (Baumgartner ̈ and Becker 2005). For a moment, the southern Protestant establishment turned to face the suffering that plantation capitalism pushed behind its image of planter's hatsand hoopskirts. When starving white farmers marched into an Arkansas town to demand food for their dying children and when priests turned away hungry widows and orphans because they were no needier than anyone else, southern clergy of both races spoke with one voice to say that they had done allthey could. It was time for a higher power to intervene. They looked to God, and then they looked to Roosevelt.When Roosevelt promised a new deal for the "forgotten man," Americans cheered, and when he took office, churches and private agencies gratefully turned much of the responsibility for welfare and social reform over to the state. Yet, argues historian Allison Collis Greene, Roosevelt's New Dealthreatened plantation capitalism even while bending to it. Black southern churches worked to secure benefits for their own communities while white churches divided over loyalties to Roosevelt and Jim Crow. Frustrated by their failure and fractured by divisions over the New Deal, leaders in the majorwhite Protestant denominations surrendered their moral authority in the South. Although the Protestant establishment retained a central role in American life for decades after the Depression, its slip from power made room for upstart Pentecostals and independent evangelicals, who emphasized personalrather than social salvation.
