It is on this account that political science appears to be devoted chiefly to the "external characteristics of governing institutions" The purpose of this book is to present an approach to the study of government through the avenue of principles and problems. A few objects which have been kept constantly in view are: first, to give the necessary setting for the study of principles and problems; second, to present problems and issues for discussion rather than to impart information; third, to encourage the formation of opinions and judgments on political issues rather than to train the memory by a repetition of facts about government. Problems are presented for consideration in order to encourage thinking in concrete terms as to government organization and administration. A brief and elementary discussion of principles and problems is given with the purpose primarily of stimulating interest for further study. Though it is recognized that there is danger of reaching conclusions on insufficient information, it is believed that the habit of thinking and of forming judgments should be cultivated to a much greater extent than is customary in government instruction. For this purpose stimulating extracts and suggestive quotations from writers on political affairs are extensively used. Except in the consideration of certain topics on which information is not readily available, no attempt has been made to give important facts as to government organization and machinery. This book is designed to furnish a critical analysis of the principles of state government in the United States. Beginning with a statement of the principles upon which the governments of the original states were established, it explains how the original forms of government have developed in response to changing conditions, how the present state governments are meeting present needs, and concludes with a brief consideration of some of the contemporary plans for further reform. Why should we change our form of government? Has the time come for discarding the eighteenth century doctrine of the division of powers? These are some of the more fundamental questions to which the book attempts to give an answer. But the book is not solely concerned with the political philosophy of American state government. It also treats of the more practical problems arising out of the growth of the functions of the modern state and the increase of its administrative activities. For the convenience of those readers who may wish to pursue further the study of contemporary state government, I have prepared a bibliographical appendix, containing a selected list of the most useful titles. Book excerpt: Excerpt from An Introduction to the Problem of Government Our purpose has thus been to deal analytically and critically rather than descriptively with governmental structures. Descriptive material, however, has not been excluded. Care has been taken to illustrate concretely the abstract principles which have been discussed, but there is no pretence that the student is given a full description of the governments of any of the States whose constitutions are considered. We do venture to think, however, that the chapters which follow, with the illustrative material in the appendices, furnish an adequate outline for a course in Constitutional Government, and that any descriptive details which are deemed to be lacking can perhaps be better acquired from the constitutions themselves or from other texts, rather than that the student should get his descriptive knowledge without the synthesis and orienta tion which we have sought to provide. So, also, the present volume may be useful in linking up existing political institutions with the subject matter of courses on the elements of Political Science or Political Theory. For, just as it is essential that the student of government see the problems common to all constitutional systems, and temporarily solved in different ways, so it is necessary that the student of political philosophy have his feet on the ground, and appreciate the connection between political thought and governmental adjustments. The authors are fully aware that this book is only an introduction to the problem of government. For this they make no apology. The subject is so intricate and its ramifications are so numerous that phases of it (which may seem to some readers to be important) are given summary treatment, considered only in, the footnotes, or even relegated to the Topics for Further Investigation which are appended to each chapter. From the pedagogical standpoint this is an advantage. The student should not think that the beginning and end of a course or a subject are between two covers; it is better for him to have a syllabus rather than a text book; for him, in many cases, to work out his own salvation on topics that are sufficiently important to warrant independent study, yet sufficiently simple not to impose too great difficulties. It is thought that this purpose may be more easily and more advantageously accomplished, with the aid of the unusually copious references which have been included to current political literature of an interesting and authoritative, but non-technical character. On pedagogical grounds, also, there is no objection to the re petition of certain matters (from different points of view) which the plan of our book makes inevitable. In result, then, it is hoped that the student may be led to a knowl edge of the true meaning of constitutional liberty, and to an adequate understanding of the problems involved in the harmonizing of popular government with an efficient ad ministration oi public affairs. Book excerpt: Excerpt from The Administration of Dependencies: A Study of the Evolution of the Federal Empire, With Special Reference to American Colonial Problems The study here undertaken was suggested by a conversation two years ago, on the problems arising from the recent acquisition of our Insular Possessions, in which it was emphasized that there is one clause of the Constitution of the United States - the clause by which Congress is given power "to dispose of and make all needful rules and regulations respecting the territory or other property belonging to the United States" - to which the Supreme Court has never attached a definite and certain meaning. Believing that the authors of the Constitution, in framing that instrument, almost simultaneously with the enactment, by the American Congress, of an ordinance for the administration of the Northwest Territory as a dependency of the American Union, must have intended the only clause on this subject to express the true principles of the administration of dependencies, as they believed them to be, I attempted to ascertain the correctness of this belief. The inquiry necessitated a careful examination of the issues of the American Revolution, and, as a knowledge of the theory and practice of the administration of the American Colonies is essential to the understanding of these issues, my investigation extended back to the inception of the American Colonies in 1584. As a result of the inquiry, I found my belief fully corroborated - the clause in question in fact containing a statement of the principles of the administration of dependencies in a Federal Empire. They see little connection between civil government and the problems that they hear discussed on every side. A knowledge of the fundamental principles of government is necessary, but it is necessary because it must serve as a basis for a knowledge of the workings of government. The real purpose of the study of civics is that of training for citizenship. The pupils should be led to see the relation between government and the everyday affairs of life, and the relations of individuals to each other; the relation of health, education, and industry to the public welfare; the relation of honesty to civic duties; the importance of obedience to law and authority. There is nothing more interesting to the boys and girls than the affairs of the world in which they are so soon to take part, and if it can be made clear to them that their welfare will depend largely upon government, there will be no question about their interest in this subject. This result can be brought about only by making the study of government as personal as possible, through a study of the home, the school, and the community. A text-book can at best be but a framework for such study; it should be amplified by observing local conditions, and the functions and activities of local government.
