Each event is summarized from the viewpoint of both Anglophones and Francophones. Chapter 1 covers early events including the British conquest, the 1830s rebellions, Confederation, and the hanging of Louis Riel. Chapter 2 covers the making of the welfare state, including unemployment insurance, tax rental agreements, pension plans, and health insurance. Chapter 3 covers Canadian identity events such as creation of the Canadian Broadcasting Corporation, adoption of a new flag, and bilingualism & multiculturalism policies. Chapter 4 covers events in Quebec since the Quiet Revolution, including the DeGaulle visit in 1967, the October 1970 crisis, Quebec language laws, and the 1982 patriation of the Constitution. Book excerpt: In Shakespeare in Québec, Jennifer Drouin analyses representations of nation and gender in Shakespearean adaptations written in Québec since the Quiet Revolution. Using postcolonial and gender theory, Drouin traces the evolution of discourses of nation and gender in Québec from the Conquest of New France to the present, and she elaborates a theory of adaptation specific to Shakespeare studies. Drouin’s book explains why Québécois playwrights seem so obsessed with rewriting “le grand Will,” what changes they make to the Shakespearean text, and how the differences between Shakespeare and the adaptations engage the nationalist, feminist, and queer concerns of Québec society. Close readings from ten plays investigate the radical changes to content that allowed Québécois playwrights to advocate for political change and contribute to the hot debates of the Quiet Revolution, the 1970 October Crisis, the 1980 and 1995 referenda, the rise of feminism, and the emergence of AIDS. Drouin reveals not only how Shakespeare has been adapted in Québec but also how Québécois adaptations have evolved in response to changes in the political climate. As a critical analysis in English of rich but largely ignored French plays, Shakespeare in Québec bridges Canada’s “two solitudes.”

However, these cases are consistently underexposed and understudied in the policy literature which, for various reasons, tends to focus on policy mistakes and learning from failures rather than successes. In fact, studies of public policy successes are rare not just in Canada, but the world over, although this has started to change (McConnell, 2010, 2017; Compton & 't Hart, 2019; Luetjens, Mintrom & 't Hart, 2019). Like those publications, the aims of Policy Success in Canada are to see, describe, acknowledge, and promote learning from past and present instances of highly effective and highly valued public policymaking. This exercise will be done through detailed examination of selected case studies of policy success in different eras, governments, and policy domains in Canada. This book project is embedded in a broader project led by 't Hart and OUP exploring policy successes globally and regionally. It is envisaged as a companion volume to OUP's 2019 offering Great Policy Successes (Compton and 't Hart, 2019) and to Successful Public Policy in the Nordic Countries (de La Porte et al, 2022). This present volume provides an opportunity to analyze what is similar and distinctive about introducing and implementing successful public policy in one of the world's most politically decentralized and regionally diverse federation and oldest democratic polities.
