Book excerpt: The Shapiro report of 1994 (entitled Teacher education in Nova Scotia: an honourable past, an alternative future) profoundly changed the system of teacher education in Nova Scotia. Its major recommendations included the rationalization of teacher education, implementation of a two-year sequential program with enrolment targets, improved communication with the field, and encouragement of participation of minority groups. This publication presents findings of a review of some areas of the Shapiro report and a re-examination of issues & consequences of implementation of that report's recommendations. It begins with background on the province's teacher education institutions, then sets out deliberations & recommendations regarding pre-service teacher education programs (the 2-year program, specializations, the practicum, accessibility to minorities, enrolment corridors), further education for teachers (including masters & doctoral degrees), certification, governance, and funding. Appendices include data tables and a list of recommendations made.

Book excerpt: From the beginning, all members of the panel agreed on the basic principles of the review (see inset) and on the importance of a comprehensive and well-publicized consultation that would capture the attention of diverse voices in schools and communities across the province. [...] The panel also reached out to attentive to marginalized students, the public through traditional and social media (e.g., Facebook), informed committed to hearing from all close to 300 businesses and not-for-profit organizations of the consultation interested parties, mindful of by e-mail, and created a dedicated website for the public to access different diverse circumstances within the options fo [...] The panel received nearly 19,000 surveys that included over 50,000 written comments on topics ranging from the quality of the province's curriculum, to student health and well-being, to the effectiveness of the organization of the school day and year. [...] For the panel, they are also the most critical areas for moving the school system forward to a place where it can effectively meet the needs of all students, support high- quality teaching in all classrooms, and result in higher levels of student achievement, especially in the areas of math and literacy. [...] Many respondents told the panel that the system (i.e., universities, school boards, and the department) needs to set higher standards for the knowledge, skills, and experiences new teachers bring to the classroom.
