Despite the seemingly chaotic character of such collective action, social scientists have increasingly noted the remarkable regularities exhibited by even the most tumultuous social change. In this volume, sociologists, political scientists, and historians come together to assess the complementary concepts of repertoires and cycles as tools for illuminating the consistent patterns that emerge from the apparent chaos. The significance of repertoires--recurrent forms or tactics of social protest-- is explored in an essay on eighteenth- and nineteenth-century Britain by the originator of the concept, Charles Tilly. Sidney Tarrow, whose work has most directly linked the concept of repertoires with that of cycles--the recurrent peaks and troughs in the historical incidence of collective action--contributes an essay that focuses on twentieth-century Italy. Other essays investigate the rhythms and logic of social change in contexts as diverse as sixteenth- through nineteenth-century Japan, nineteeth-century Europe, and twentieth-century America. In Regimes and Repertoires, Charles Tilly offers a fascinating and wide-ranging case-by-case study of various types of government and the equally various styles of protests they foster. The development of these has often been used to demonstrate a movement towards democratic representation or political institutionalization. This volume challenges the idea that the development of ‘democracy’ is a story of rise and progress at all. It is rather a story of continuous but never completely satisfying attempts of interpreting the rule of the people. Taking the perspective of nineteenth-century organizers as its point of departure, this study shows that contemporaries hardly distinguished between petitioning, meeting and association. The attraction of organizing was that it promised representation, accountability and popular participation. Only in the twentieth century did parties reliable partners for the state in averting revolution, managing the unpredictable effects of universal suffrage, and reforming society. This collection analyzes them in their earliest stage, as just one of several types of civil society organizations, that did not differ that much from each other. The promise of organization, and the experiments that resulted from it, deeply impacted modern politics.

Contention in Context provides the most extensive effort to date to test the model, analyzing a range of important cases of revolutions and protest movements to identify the role of political opportunities in the rise of political contention. With evidence from more than fifty cases, this book explores the role of the state in protest, the frequent overemphasis on political opportunities in recent research, and the extent to which opportunity models ignore the cultural and emotional triggers for collective action. By examining new directions in the study of protest and contention, this book shows that although political opportunities can help explain the emergence of certain kinds of movements, a new strategic language can ultimately tell us far more.
