Sometimes referred to as police violence or police repression, police abuse occurs in all democracies. It is not an exception or a stage of democratization. It is, this volume argues, a structural and conceptual dimension of extant democracies. The book draws our attention to how including the study of policing into our analyses strengthens our understanding of democracy, including the persistence of hybrid democracy and the decline of democracy. To this end, the book examines three key dimensions of democracy: citizenship, accountability, and socioeconomic (in)equality. Drawing from political theory, comparative politics, and political economy, the book explores cases from France, the US, India, Argentina, Chile, South Africa, Brazil, and Canada, and reveals how integrating police abuse can contribute to a more robust study of democracy and government in general.

Book excerpt: Putting police power into the centre of the picture of capitalism The ubiquitous nature and political attraction of the concept of order has to be understood in conjunction with the idea of police. Since its first publication, this book has been one of the most powerful and wide-ranging critiques of the police power. Neocleous argues for an expanded concept of police, able to account for the range of institutions through which policing takes place. These institutions are concerned not just with the maintenance and reproduction of order, but with its very fabrication, especially the fabrication of a social order founded on wage labour. By situating the police power in relation to both capital and the state and at the heart of the politics of security, the book opens up into an understanding of the ways in which the state administers civil society and fabricates order through law and the ideology of crime. The discretionary violence of the police on the street is thereby connected to the wider administrative powers of the state, and the thud of the truncheon to the dull compulsion of economic relations.

Book excerpt: This anthology explores the political nature of making order through policing activities in densely populated spaces across Africa, Asia and Latin America. Based on ethnographic research, the chapters analyze this complex with respect to marginalized young men in Haiti, community policing members and national politicians in Swaziland as well as other individual and collective actors engaged in policing and politics in Indonesia, Swaziland, Ghana, South Africa, Mexico, Bolivia, Haiti and Sierra Leone. What these contexts have in common is a plurality of order-making practices. Not one institution monopolizes the means of violence or a de facto sovereign position to do so. A number of interests are played out simultaneously, entailing re-negotiations over the very definition of what ‘order’ is. How and by whom a particular order is enforced is contested, at times violently so, and is therefore inherently political. In the existing literature on weak states, legal pluralism and policing in the Global South it is seldom made explicit that making order is a route to power and positions of political decision-making. It is this gap in the literature that this anthology fills, as it analyses the politics at stake in processes of order-making.

The Fabrication of Social Order examines the role of policing in the fabrication of order.After an initial exploration of the original relationship between police, state power and the question of order, Neocleous focuses on the ways in which eighteenth century liberalism refined and narrowed the concept of the police, a process which masked the power of capital and broader issues of social control. In doing so he challenges the way liberalism came to define policing solely in terms of the question of crime and the rule of law. This liberal definition created a limited and fundamentally misleading understanding of policing which remains in use today. In contrast, Neocleous argues for an expanded concept of police, adequate to the expansive set of institutions through which policing takes place. These institutions are concerned not just with the maintenance or reproduction of order, but with its fabrication, especially the fabrication of a social order based on wage labour. This project, he argues, should be understood as the project of social security. Grasping this point allows a fuller understanding of the ways in which the state polices and secures civil society, and how order is fabricated through law and administration.

Book excerpt: Conventional theories of capitalism are mired in a deep crisis: after centuries of debate, they are still unable to tell us what capital is. Liberals and Marxists both think of capital as an ‘economic’ entity that they count in universal units of ‘utils’ or ‘abstract labour’, respectively. But these units are totally fictitious. Nobody has ever been able to observe or measure them, and for a good reason: they don’t exist. Since liberalism and Marxism depend on these non-existing units, their theories hang in suspension. They cannot explain the process that matters most – the accumulation of capital. This book offers a radical alternative. According to the authors, capital is not a narrow economic entity, but a symbolic quantification of power. It has little to do with utility or abstract labour, and it extends far beyond machines and production lines. Capital, the authors claim, represents the organized power of dominant capital groups to reshape – or creorder – their society. Written in simple language, accessible to lay readers and experts alike, the book develops a novel political economy. It takes the reader through the history, assumptions and limitations of mainstream economics and its associated theories of politics. It examines the evolution of Marxist thinking on accumulation and the state. And it articulates an innovative theory of ‘capital as power’ and a new history of the ‘capitalist mode of power’.

Book excerpt: "Public perceptions of policing in the United States have drastically shifted in the last decade as images of police brutality have dominated the media. This thesis asks whether or not the militarization of policing in the United States is a new phenomenon, or whether it represents the rebirth of traditional state modes of policing. Answering this question entails linking together various elements of urban militarism, urban policing, and geographical decentralization in order to understand the shift towards militarized policing. Using a “bricolage style methodology” consisting of a case study, complemented by thick description, documentary, and content analysis, an analysis of both the media and official government reports will provide the landscape through which the case study is to be analyzed. An historical overview of the police and policing in the United States provides a platform for comparing traditional and contemporary definitions of policing, police jurisdiction, and discourses of securitization, militarization, military urbanism, and risk. Additionally, an overview of America’s role in Vietnam contextualizes colonial influence and its role in shaping police-citizen relationships and encouraging militarization through “othering.” Using recent events in Ferguson, Missouri (death of Michael Brown in 2014) as the case study, there is a close reading of the March 2015 Justice Department Report to assess whether a series of transformations in United States policing have or have not occurred. In addition, an historical overview of the history of Ferguson and Missouri is presented. The results of the analysis challenge the original hypothesis. Although this thesis attributes current issues in American policing to militarization, it is argued that it is actually an emerging characteristic of the entrepreneurialism of policing in the United States that is increasingly responsible for the continuing conflict between police and citizen"--Page ii.
