Book excerpt: Excerpt from Political Reform by the Representation of Minorities When the compilation of the following pages was commenced the intention was first, to describe briefly the evils growing out of the present system of electing, by a majority or plurality of the votes cast in each district, single members to represent the people in it, in national, state or municipal legislative assemblies; second, to show that by increasing the size of or consolidating a number of the present districts and electing several members from each, by a system which would give minorities as well as majorities representation, at least some of these evils would be remedied; third, to give a very brief, simple, and as clear an explanation as possible of what is meant by minority, proportional or personal representation - as it has been called by different writers - then to collect from the various books and essays on the subject some of the most convincing arguments which have been advanced in favor of adopting some such method of electing representatives to our national, state, and municipal legislative bodies. In making such an explanation the practice which has prevailed in Illinois, for more than twenty years, of choosing the members of the House of Representatives in that State by a system of cumulative voting, afforded an object lesson from which the general principles of the simplest form of minority representation could be described and made obvious to those who are totally ignorant of the subject - and at least nineteen-twentieths of all who are ordinarily regarded as intelligent people are included in this class - more easily than in any other way. As the Illinois system was used as an illustration, it was thought readers would naturally ask how it has worked in practice. To answer this anticipated inquiry a method of getting information was adopted which has been used very successfully in various associations with which the writer has been connected, for making investigations relating to technical subjects. The standard election often leaves political, racial, or ethnic minorities with little chance of being represented. Race-conscious districting remains the primary policy tool used for providing representation of racial and ethnic minorities in the United States--and it continues to generate tremendous conflict. Can alternatives to race-conscious, single-member districts offer benefits that extend beyond simply providing descriptive representations of minorities? This study examines one such "semi-proportional" representation election system: Cumulative Voting (CV). For over a decade, scores of local U.S. governments have been elected by Cumulative Voting. This provides us with the ability to examine the effects of CV elections over time. Moreover, the use of CV in the United States allows us to compare politics in places that adopted CV to highly similar places that did not. Electoral Reform and Minority Representation shares evidence that CV elections can produce minority representation that matches levels generated with the drawing of race-conscious "majority-minority" districting. It also offers evidence that the quality of democratic processes in CV communities is in several ways higher that those under districts. Given America's growing racial and ethnic diversity, and given successful legal challenges that limit the use of race-conscious districting Electoral Reform and Minority Representation suggests that Cumulative Voting may be a better way to achieve minority representation in U.S. politics.

Sometimes the relationship between welfare and race is treated as so self-evident as to need no further attention; equally often, race in the context of welfare is glossed over, lest it raise hard questions about racism in American society as a whole. Either way, ducking the issue misrepresents the facts and misleads the public and policy-makers alike. Many scholars have addressed specific aspects of this subject, but until now there has been no single integrated overview. Race and the Politics of Welfare Reform is designed to fill this need and provide a forum for a range of voices and perspectives that reaffirm the key role race has played--and continues to play--in our approach to poverty. The essays collected here offer a systematic, step-by-step approach to the issue. Part 1 traces the evolution of welfare from the 1930s to the sweeping Clinton-era reforms, providing a historical context within which to consider today's attitudes and strategies. Part 2 looks at media representation and public perception, observing, for instance, that although blacks accounted for only about one-third of America's poor from 1967 to 1992, they featured in nearly two-thirds of news stories on poverty, a bias inevitably reflected in public attitudes. For although "old-fashioned" racism has been replaced by euphemism, many of the same underlying prejudices still drive welfare debates--and indeed are all the more pernicious for being unspoken. Book excerpt: Following significant interethnic violence beginning in 2008, Chinese intellectuals and policymakers are now engaged in unprecedented debate over the future direction of their country's ethnic policies. This study attempts to gauge current Chinese opinion on this once-secretive and still highly sensitive area of national policy. Domestic Chinese opinion on ethnic policies over the last five years is reviewed and implications for future policies under the new leadership of CPC Secretary General Xi Jinping are explored. Careful review of a wide spectrum of contemporary Chinese commentary identifies an emerging consensus for ethnic-policy reform. Leading public intellectuals, as well as some party officials, now openly call for new measures strengthening national integration at the expense of minority rights and autonomy. These reformers argue that divisive ethnic policies adopted from the former USSR must be replaced by those supporting an ethnic "melting pot" concept. Despite this important shift in opinion, such radical policy changes as ending regional ethnic autonomy or minority preferences are unlikely over the short-to-medium term. Small-yet-significant adjustments in rhetoric and policy emphasis are, however, expected as the party-state attempts to strengthen interethnic cohesiveness as a part of its larger agenda of stability maintenance. About the author James Leibold is a senior lecturer in Politics and Asian Studies at La Trobe University in Melbourne, Australia. He is the author of Reconfiguring Chinese Nationalism (2007) and co-editor of Critical Han Studies (2012) and Minority Education in China (forthcoming). Moreover, Americans express great confidence in their municipal governments. But is this confidence warranted? Using big data and a representative sample of American communities, this book provides the first systematic examination of racial and class inequalities in local politics. We find that non-whites and less-affluent residents are consistent losers in local democracy. Residents of color and those with lower incomes receive less representation from local elected officials than do whites and the affluent. Additionally, they are much less likely than privileged community members to have their preferences reflected in local government policy. Contrary to the popular assumption that governments that are “closest” govern best, we find that inequalities in representation are most severe in suburbs and small towns. Typical reforms do not seem to improve the situation, and we recommend new approaches.
