The Joint Strike Fighter (JSF) program was sold as a solution to a host of needs, from advancing the capabilities of each Service, modernizing an aging fleet, countering sophisticated threats, enhancing inter-service cooperation, and implementing acquisition reform, all in a revolutionarily cost-effective way. Because of this tantalizing promise, the early JSF program was able to navigate through budgetary pressures while other aircraft programs were cancelled. This thesis argues that the JSF program is a manifestation of a collective action problem, wherein stakeholders, who should be providing a check on each other, are cooperating, even as the stakeholder who should be participating, remains uninvolved. Consequently, the acquisition policies brought in with the JSF program are not improving acquisition policy, but are exacerbating the inefficiencies to which the U.S military acquisition system has historically been prone. This analysis provides insight into how to improve the technology policies governing military aircraft acquisition, and the supply of aircraft to other nations. This analysis is geared for senior policy makers in both government and industry, as well as those who guard the public interest.

Book excerpt: The 1993 policy to promote the consolidation of the United States defense industry began a series of acquisitions and mergers that went beyond the intent of the policy and left the Department of Defense (DoD) in a monopolistic environment. This sweeping reform produced unintended consequences that remain in the market today. There are essentially five major defense contractors who wield tremendous power. These companies account for nearly 70% of defense product sales annually. Defense consolidation has diminished the flexibility required for surge capacity, diminished competitive innovations in products, and reduced competitive pricing based on multiple sources for products. Research indicates that the defense acquisition system can be analyzed on a three part strategic framework comprised of the military, the economy and politics. An understanding of the interrelationship of these three components within the context of the strategic framework can not only provide us insight into how the system will behave given certain inputs, it can also help us to shape the future acquisition system. Recommendations are provided to adjust the current DoD acquisition strategy in order to increase both the effectiveness and efficiency of the defense acquisition system.

The problem, McNaugher shows, is that the technical needs of engineers and military planners clash sharply with the political demands of Congress. McNaugher examines weapons procurement since World War II and shows how repeated efforts to improve weapons acquisition have instead increased the harmful intrusion of political pressures into that technical development and procurement process. Today's weapons are more complicated than their predecessors. So are the nation's military forces. The design of new systems and their integration into the force structure demand more care, time, and flexibility. Yet time and flexibility are precisely what political pressures remove from the acquisitions process. In a series of case studies and conceptual discussions, McNaugher tackles concerns at the heart of the debate about acquisition—the slow and heavily bureaucratic approach to development, the preference for ultimate weapons over well-organized and trained forces, and the counterproductive incentives facing the nation's defense firms. He calls for changes that run against the current fashion—less centralization or procurement, less haste in developing new weapons, and greater use of competition as a means of removing the development process from political oversight. Above all, McNaugher shows how the United States tries to buy research and development on the cheap, and how costly this has been. The nation can improve its acquisition process, he concludes, only when it recognizes the need to pay for the full exploration of new technology.
