Neo-institutionalism has informed and enriched these debates, but, as yet, no scholar has reckoned with a very successful and sweeping social policy designed by the federal government: the Servicemen's Readjustment Act of 1944, more popularly known as the GI Bill. Kathleen J. Frydl addresses the GI Bill in the first study based on systematic and comprehensive use of the records of the Veterans Administration. Frydl's research situates the Bill squarely in debates about institutional development, social policy and citizenship, and political legitimacy. It demonstrates the multiple ways in which the GI Bill advanced federal power and social policy, and, at the very same time, limited its extent and its effects.

Book excerpt: The present system for determining the services' educational needs by a count of existing jobs requiring officers with graduate education has crucial flaws. The panel recommends that it be replaced by a system of educational standards for each military occupational specialty, reviewed periodically by expert panels. The services' target for educated officers should be integrated with their technological, strategic, and organizational plans. The new system should lead to greater effectiveness and flexibility in the assignment and utilization of educated officers. The present levels of graduate education should be maintained by increasing participation in less costly off-duty, degree-completion, and cooperative degree programs to compensate for any reductions in the more costly fully funded programs.

Book excerpt: This essay considers: (1) The system used to identify military officer positions in agencies and commands which are deemed to require graduate level education in order to fulfill the position responsibilities; and (2) The process used for validation of such requirements. The role of the Army Educational Requirements Board (AERB) is stressed. Data was gathered through a search of government documents, interviews with personnel involved in the civil schools programs, and the author's personal experiences as a member of the 1974 AERB. The 1974 cycle is discussed as a case history. The essential conclusions are that: (1) Requests for validation of military officer positions were inadequately prepared; (2) The Speciality Career Program Consultant Board reviews resulted in rubber stamp approvals; (3) The AERB received little substantive guidance; and (4) The AERB Report of Proceedings was approved by the Deputy Chief of Staff for Personnel but approval was subsequently withdrawn. A revision of the system is deemed appropriate. The key recommendation is that the AERB be abolished and its functions of position validation and program review be assumed by the DA Speciality Proponent agencies and the Office of the Deputy Chief of Staff for Personnel, respectively.

Book excerpt: This document reports the written and oral testimony given at two congressional hearings investigating the possibilities and methods for having degrees granted at military intermediate service schools and master's degrees granted at the National War College and the Industrial College of the Armed Forces. Officials testifying included high-ranking military officers, educational officials, and officials of accreditation organizations. Witnesses stated the advantages of degree-granting authority and pressed for Congress to authorize that facility, as one step in the accreditation process. Those who testified noted earlier efforts at accreditation for other military institutions and stressed that Congress had to grant degree-granting authority before the accrediting organizations would rule on standards for accreditation. Most of the testimony stressed the high quality of the military institutions and argued for passage of degree-granting authority for them. (KC)

Forces and trends within society and the defense environment have placed increased reliance on graduate education during the past quarter century. Rising education and training costs within the military have spurred Congressional concern regarding the Service's graduate education needs, the magnitude of educational expenditures, and the management practices surrounding the utilization of officers holding graduate degrees. Sufficient progress has not been made since the critical GAO Report of 1970 to alleviate Congressional concerns with the DOD and the Service's graduate education programs. The basic philosophy of position validation appears inadequate for Service justification of graduate education in contemporary society. The Services, in general must critically review and modify existing justification for their fully funded programs; and, the Army in particular must properly interface the conceptual philosophies of the Army Education Requirements Board with the changes inherent in the new Officer Personnel Management System.
