This technical study concentrates on the option for the disposition of plutonium, looking in detail at the different types of reactors in which weapons plutonium could be burned and at the vitrification of plutonium, and comparing them using economic, security and environmental criteria.

Particular U.S. concern focused on plutonium from Soviet nuclear warheads, which it was feared posed a major nuclear weapons proliferation risk. The United States supported a successful effort to consolidate the storage of Soviet nuclear weapons and materials in Russia, and then began negotiating reductions in weapons material stockpiles. Congress has been closely involved in formulating U.S. policy on surplus plutonium disposition, as well as funding the necessary facilities, operations, and Russian assistance to implement the program. Congressional debate is now focusing on the U.S. program's escalating costs and the Obama Administration's FY2015 proposal to halt construction of plutonium disposition facilities in South Carolina and prepare a new strategy. This book discusses the mixed-oxide fuel fabrication plant and plutonium disposition. It also examines drivers the National Nuclear Security Administration (NNSA) identified for the cost increases of construction projects for plutonium disposition; the extent to which NNSA analysed underlying causes of the cost increases; steps NNSA took to hold construction contractors accountable for their role, if any, in the cost increases; and the extent to which NNSA's most recent estimates met cost- and schedule-estimating best practices.

The first workshop of this series was held at the Royal Institute of International Affairs in London on 24-25 January 1994, entitled "Managing the Plutonium Surplus, Applications, and Options". Its over all goal was to clarify the current situation with respect to pluto nium characteristics and availability, the technical options for use or disposal, and their main technical, environmental, and economic constraints. In the immediate term, plutonium recovered from dismantled nuclear warheads will have to be stored securely, and under international safeguards if possible. In the intermediate term, the principal alter natives for disposition of this plutonium are: irradiation in mixed oxide (MOX) fuel assemblies in existing commercial light-water reac tors or in specially adapted light-water reactors capable of operation with full cores of MOX fuel .and irradiation in future fast reactors. Another option is to blend plutonium with high-level waste as it is vitrified for final disposal in a geologic repository. In both cases, the high radioactivity of the resulting products provides "self shielding" and prevents separation of plutonium without already developed and available sophisticated technology. The so-called "spent fuel standard" as an effective protection barrier is - quired in either case.

But that change has not occurred. In part, this is due to a growing public recognition that techniques and institutions for management of spent nuclear fuel, separated plutonium, and long-lived radioactive wastes are not yet fully developed. The consequent pressures for resolution have spurred a series of often ill-defined and sometimes contradictory attempts to promote international cooperation and control of hazardous activities. How are these varied suggestions to be compared and evaluated? By what criteria can plans be selected that are likely to be both effective and negotiable? In this study, Gene I. Rochlin, physicist and social scientist, explores the technical, political, and institutional aspects of international nuclear export and fuel cycle policies. He categorizes existing proposals and suggests way to develop new ones that better promote both national and international goals. Dr. Rochlin argues neither for nor against the use of nuclear power or plutonium fuels. Instead, he addresses the question of how international arrangements could be reached that might jointly satisfy the objective of the several key nations, yet not be too difficult to negotiate. He concludes that a major fault has been the tendency to improvise arrangements for specific technical or industrial operations. As a result, overall social and political goals have become the bargaining points for compromise. Yet attempts to simultaneously resolve all problems are unlikely to prove fruitful. Dr. Rochlin suggests instead the formation of institutions organized around more limited social, political, and technical objectives, even at the expense of excluding some nations or omitting some aspects of the nuclear fuel cycle. Only by so doing, he argues, can immediate agreements be reached that preserve the potential for more comprehensive future arrangements without sacrificing industrial, environmental, or nonproliferation goals. This important book will be of interest to scientists, social scientists, government officials, and others concerned with the problems of plutonium management and nuclear wastes. In 1997, DOE announced a plan to dispose of surplus, weapons-grade plutonium through an approach that included fabrication of plutonium into MOX fuel for use in domestic commercial nuclear reactors. In 2000, the United States and Russia entered into a Plutonium Management and Disposition Agreement, in which each country pledged to dispose of at least 34 metric tons of surplus, weapons-grade plutonium. Through a protocol to the agreement signed in 2010, the United States and Russia reaffirmed their commitment to dispose of surplus, weapons-grade plutonium as MOX fuel in nuclear reactors, and the agreement entered into force in 2011.

Current national R&D plans are summarized. The actinide-fuelled critical reactors are associated with control problems, since they tend to have a small delayed neutron fraction coupled with a small Doppler effect and a positive void coefficient. Current thinking is turning to accelerator-driven subcritical systems for the transmutation of actinides. The book's conclusion is that the various systems proposed are technically feasible, even though not yet technically mature. The book presents a unique summary and evaluation of all relevant possibilities for burning surplus plutonium, presented by experts from a variety of different disciplines and interests, including the defence establishment. The obvious issue - the non-proliferation of nuclear weapons - is vital, but the matter represents a complex technological challenge that also requires an assessment in economic terms.
