Book excerpt: This Technical Development Document provides the technical background for the Phase I regulation that is issued under authority of the Uniform National Discharge Standards (UNDS) provisions of the Clean Water Act (CWA). The purpose of Phase I of UNDS is to determine those discharges that are incidental to the normal operation of Armed Forces vessels for which it is reasonable and practicable to require the use of a marine pollution control device (MPCD) on at least one vessel class, type, age, or size. An extensive data collection effort was conducted to identify vessels of the Armed Forces producing discharges incidental to normal operations and to characterize those discharges. Initial requests for information were made to each branch of the Armed Forces to obtain discharge information and to help compile a list of vessels that could be subject to UNDS requirements. EPA and DoD identified a list of 39 types of discharges incidental to the normal operations of vessels of the Armed Forces and evaluated them during Phase I of UNDS. Consultations with personnel having equipment expertise were held on each discharge to identify available data and data gaps. Sampling data were collected from various vessels, where needed, to supplement existing data. Concurrently, existing laws and regulations were reviewed, including applicable international, Federal, State, and local standards. In addition, consultation meetings were held with interested Federal agencies, States, and environmental organizations.

This book was released on 2018-07-07 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: Uniform National Discharge Standards for Vessels of the Armed Forces-Phase II Batch One (US Department of Defense Regulation) (DOD) (2018 Edition) The Law Library presents the complete text of the Uniform National Discharge Standards for Vessels of the Armed Forces-Phase II Batch One (US Department of Defense Regulation) (DOD) (2018 Edition). Updated as of May 29, 2018 The U.S. Environmental Protection Agency (EPA) and the U.S. Department of Defense (DoD) are promulgating discharge performance standards for 11 discharges incidental to the normal operation of a vessel of the Armed Forces into the navigable waters of the United States, the territorial seas, and the contiguous zone. When implemented, the discharge performance standards will reduce the adverse environmental impacts associated with the vessel discharges, stimulate the development of improved vessel pollution control devices, and advance the development of environmentally sound vessels of the Armed Forces. The 11 discharges addressed by the final rule are the following: aqueous film-forming foam (AFFF), chain locker effluent, distillation and reverse osmosis brine, elevator pit effluent, gas turbine water wash, non-oily machinery wastewater, photographic laboratory drains, seawater cooling overboard discharge, seawater piping biofouling prevention, small boat engine wet exhaust, and welldeck discharges. This book contains: - The complete text of the Uniform National Discharge Standards for Vessels of the Armed Forces-Phase II Batch One (US Department of Defense Regulation) (DOD) (2018 Edition) - A table of contents with the page number of each section

Book Identification of Weather Deck Runoff Discharge Constituents

Download or read book Identification of Weather Deck Runoff Discharge Constituents written by Mary L. Wenzel and published by . This book was released on 2001-03 with total page 185 pages. Available in PDF, EPUB and Kindle. Book excerpt: Section 325 of the 1996 National Defense Authorization Act, "Discharges from Vessels of the Armed Forces," requires the Navy to comply with Uniform National Discharge Standards (UNDS) to control the overboard discharge of incidental wastewaters from ships of the Armed Forces. The regulatory development process is organized into three phases: During Phase I of the UNDS rulemaking process, all discharges incidental to the normal operation of an Armed Forces vessel were identified. The discharges were characterized as requiring or not requiring control based on the discharges potential to cause an adverse environmental impact. During the current phase, Phase l the Environmental Protection Agency (EPA) and the Department of Defense (DoD), in consultation with the U. S. Coast Guard (USOG), the Secretary of State, the Secretary of Commerce, other interested federal agencies and interested states, are jointly promulgating Marine Pollution Control Device (MPCD) performance standards for each discharge determined to require control in Phase During Phase III, DoD, in consultation with EPA and USCG will promulgate regulations governing the design, construction, installation, and use of MPCDs onboard vessels of the Armed Forces to meet the performance standards promulgated in Phase II. It was determined, during Phase I of the UNDS rulemaking process, that weather deck runoff requires a marine pollution control device to control the discharge. At the direction of Naval Sea Systems Command (NAVSEA OSLI 3), representatives from Naval Surface Warfare Center Carderock Division, Puget Sound Naval Shipyard, and AMSEC LLC conducted shipboard assessments aboard 13 U. S. Navy and U. S. Coast Guard ships representing 9 ship classes to identify constituents that have the potential to contribute to weather deck runoff. The data obtained during the assessments will be used to develop the MPCD for weather deck runoff.
