This may include promoting Integrated Pest Management (IPM) and Integrated Vector Management (IVM) through training programmes and incentive schemes, increasing availability and use of low risk products, fostering scientific research, carrying out public education campaigns and providing training for inspectors, retailers and professional users. A solid legislative framework should underpin the selected institutional framework, policies and tools. This document supersedes the Guidelines for Legislation on the Control of Pesticides of 1989.

The dangers posed by these products were often ignored in the rush to get them onto the market. Federal policy primarily reflected the interests of those promoting the new technologies. The risks associated with pesticides, as yet ill-understood, continued to be played down during the 1950s, despite their sudden emergence as a public problem as a result of health scares and fish and wildlife deaths following massive pest eradication campaigns. These events, together with the publication of Rachel Carson's Silent Spring, spawned the environmental movement of the 1960s.Dramatic changes came in the early 1970s as environmental values permeated the institutions and dynamics of American politics. Such changes produced new priorities, and - in part - a redirection in federal policy on chemical pesticides. The National Environmental Policy Act, the creation of the Environmental Protection Agency, congressional reforms, and broad popular support opened opportunities for those seeking to alter pesticides policy. But by the mid-1980s, after more than a decade of conflict, that policy is in limbo, caught between powerful environmental, economic, and political forces.How did this happen?Pesticides and Politics traces the long battle over control of pesticides through an analytical framework that is at the same time historical, comparative, and theoretical. Christopher J. Bosso's account analyzes the responses to this complex problem by commercial interests, government, the media, and the public, and shows how the issue evolved over forty years of technological and political change.Bosso's research leads to a number of insights about the U.S. structure of governance. Book excerpt: Integrated control of pests was practiced early in this century, well before anyone thought to call it "integrated control" or, still later, "integrated pest management" (IPM), which is the subject of this book by Mary Louise Flint and the late Robert van den Bosch. USDA entomologists W. D. Hunter and B. R. Coad recommended the same principles in 1923, for example, for the control of boll weevil on cotton in the United States. In that program, selected pest-tolerant varieties of cotton and residue destruction were the primary means of control, with insecticides consid ered supplementary and to be used only when a measured incidence of weevil damage occurred. Likewise, plant pathologists had also developed disease management programs incorporating varietal selection and cul tural procedures, along with minimal use of the early fungicides, such as Bordeaux mixture. These and other methods were practiced well before modern chemical control technology had developed. Use of chemical pesticides expanded greatly in this century, at first slowly and then, following the launching of DDT as a broadly successful insecticide, with rapidly increasing momentum. In 1979, the President's Council on Environmental Quality reported that production of synthetic organic pesticides had increased from less than half a million pounds in 1951 to about 1.4 billion pounds-or about 3000 times as much-in 1977.
