Esos objetivos se planteaba el Grupo de Estudio sobre la Historia de la Prisión y las Instituciones Punitivas (GEHPIP) ―un equipo interuniversitario y con sede en la Universidad de Castilla-La Mancha (UCLM)― al organizar lo que de forma homónima decidió titular I Congreso Internacional sobre Historia de la Prisión y las Instituciones Punitivas, celebrado en Ciudad Real entre el 10 y el 12 de abril de 2013. El libro electrónico que aquí se presenta es una buena muestra de lo que allí se comunicó y discutió. Social History of Punitive Institutions in Spain needs meetings and discussions, comparison and collaboration between researchers. Only then it will become visible and intelligible as a historiographical trend and, above all, as a theoretical-methodological hope, because in fact, now it is more than conceivable as a historiographical practice. Here in this book are outlined, along with the achievements, the shortcomings and the most pressing challenges. Far from seeking an extemporaneous autonomy, Social History of Punitive Institutions wants to try to find its own feasibility based on intersections and good mixings. Those objectives were considered by the Study Group about History of Prison and Punitive Institutions (Grupo de Estudio sobre la Historia de la Prisión y las Instituciones Punitivas, GEHPIP) –an interuniversity team and with central office at Universidad de Castilla-La Mancha (UCLM)– when organising what it decided to name in an homonymous way 1st International Congress on History of Prison and Punitive Institutions (I Congreso Internacional sobre Historia de la Prisión y las Instituciones Punitivas), held in Ciudad Real (Spain) from 10 to 12 April 2013. The electronic book here presented is a good example of what it was told and discussed there.

Estes cientistas apresentaram quatro perspetivas diversas acerca do tema do ciclo: as da investigação operacional, da filosofia, da análise de decisões e da psicologia, respetivamente. Cada um dos artigos dos conferencistas convidados foi selecionado pelo seu autor como um dos que melhor representaria a perspetiva apresentada na sua palestra. O texto de Slovic descreve a importância que o afeto tem na determinação de juízos e decisões, defendendo que a confiança depositada nesses sentimentos pode ser caracterizada como uma Heurística Afetiva. O artigo de Tsoukiàs apresenta uma visão retrospetiva sobre a evolução da teoria da decisão para uma metodologia de ajuda à decisão, considerando o autor que todas as teorias da decisão partilham uma característica comum – a utilização de linguagens formais e abstratas e de um modelo de racionalidade, defendendo uma abordagem científica para a ajuda à decisão em problemas enfrentados por indivíduos e/ou organizações. O texto de Keeney sintetiza algumas das principais ideias que preconiza para intervir em situações de decisão, neste caso em situações de definição de políticas públicas, advogando e ilustrando a importância de basear a intervenção na eliciação dos valores do público e na sua modelação através de uma função de utilidade multiatributo. O texto de Broome pretende ilustrar os moldes em que o problema de tomada de decisões pode aparecer no âmbito da Filosofia, debruçando-se sobre um tema de longo debate entre filósofos: pode um raciocínio culminar numa ação ou apenas pode culminar numa crença? Cada um destes artigos, traduzido para a língua portuguesa, é acompanhado por um comentário de um autor português, respetivamente: Armando Mónica de Oliveira, Manuel Matos, João Clímaco e António Manuel Martins. O livro inclui ainda um capítulo introdutório que oferece uma breve panorâmica das disciplinas que se entrecruzam na palavra Decisão.

Book excerpt: In a consolidated democracy, amnesties and pardons do not sit well with equality and a separation of powers; however, these measures have proved useful in extreme circumstances, such as transitions from dictatorships to democracies, as has occurred in Greece, Portugal and Spain. Focusing on Spain, this book analyses the country's transition, from the antecedents from 1936 up to the present, within a comparative European context. The amnesties granted in Greece, Portugal and Spain saw the release of political prisoners, but in Spain amnesty was also granted to those responsible for the grave violations of human rights which had been committed for 40 years. The first two decades of the democracy saw copious normative measures that sought to equate the rights of all those who had benefitted from the amnesty and who had suffered or had been damaged by the civil war. But, beyond the material benefits that accompanied it, this amnesty led to a sort of wilful amnesia which forbade questioning the legacy of Francoism. In this respect, Spain offers a useful lesson insofar as support for a blanket amnesty – rather than the use of other solutions within a transitional justice framework, such as purges, mechanisms to bring the dictatorship to trial for crimes against humanity, or truth commissions – can be traced to a relative weakness of democracy, and a society characterised by the fear of a return to political violence. This lesson, moreover, is framed here against the background of the evolution of amnesties throughout the twentieth century, and in the context of international law. Crucially, then, this analysis of what is now a global reference point for comparative studies of amnesties, provides new insights into the complex relationship between democracy and the varying mechanisms of transitional justice.

Book excerpt: Costa Rica is a country known internationally for its eco-credentials, dazzling coastlines, and reputation as one of the happiest and most peaceful nations on earth. Beneath this façade, however, lies an exclusionary rhetoric of nationalism bound up in the concept of the tico, as many Costa Ricans refer to themselves. Beginning by considering the very idea of national identity and what this constitutes, this book explores the nature of the idealised tico identity, demonstrating the ways in which it has assumed a white supremacist, Central Valley-centric, patriarchal, heteronormative stance based on colonial ideals. Chapters two and three then go on to consider the literature and films produced that stand in opposition to this normative image of who or what is tico and their creation as vehicles of soft power which aim to question social norms. This book explores protest literature from the 1970s by Quince Duncan, Carmen Naranjo, and Alfonso Chase who narrate their experiences from the margins of society by virtue of their identity as Afro-Costa Rican, feminist, and homosexual authors. Cinema from the twenty-first century is then analysed to demonstrate the nuanced position chosen by national directors Esteban Ramírez, Paz Fábrega, Jurgen Ureña, and Patricia Velásquez to challenge the dominant nation-image as they reinscribe youth culture, a female consciousness, trans identity, and Afro-Costa Rica onto the fabric of the nation.
