Book excerpt: Many U.S. government agencies rely on nonprofit federally funded research and development centers (FFRDCs) for independent expertise in systems engineering and integration, study and analysis, and research and development. In this report, the authors discuss insights drawn from academic literature and practitioner guidance that are applicable to the effective oversight, management, and performance assessment of FFRDCs. They identify (1) institutional prerequisites for enabling effective oversight, management, and performance assessment of FFRDCs and (2) operational criteria for running constructive assessment processes. Whereas academics and practitioners have written volumes on internal assessment-when an organization examines its own programs and employees-and commercial acquisitions, they have had comparatively little to say about relationships involving FFRDCs. However, research on performance management systems and related or subsidiary processes, including performance reviews and program evaluation, is broadly applicable to government oversight of and engagement with FFRDCs. Thus, the authors examine a wide range of literature and guidance on performance management and program evaluation, looking for best practices in other potentially analogous and relevant organizational contexts, modifying and supplementing the processes as needed to account for contextual differences and other needs.--

Book excerpt: Pursuant to a legislative requirement, GAO reviewed the national defense role of federally funded research and development centers (FFRDC), specifically: (1) the relationships of FFRDC with their sponsoring agencies; (2) compliance with government-wide policy on establishing and placing work with FFRDC; and (3) exemption of FFRDC from competitive procurement requirements. GAO found that: (1) because sponsoring agencies generally regarded FFRDC as objective, competent, flexible, and convenient, they generally did not place work with FFRDC on a competitive basis; (2) FFRDC generally carried out their research work within their charters; (3) the lack of competition limited the government's ability to know whether entities other than FFRDC could do work better or at less cost; and (4) some agencies successfully use Broad Agency Announcements to invite proposals for research.

Book excerpt: Research and development (R&D) organizations are operated by government, business, academe, and independent institutes. The success of their parent organizations is closely tied to the success of these R&D organizations. In this report, organizations refers to an organization that performs research and/or development activities (often a laboratory), and parent refers to the superordinate organization of which the R&D organization is a part. When the organization under discussion is formally labeled a laboratory, it is referred to as such. The question arises: How does one know whether an organization and its programs are achieving excellence in the best interests of its parent? Does the organization have an appropriate research staff, facilities, and equipment? Is it doing the right things at high levels of quality, relevance, and timeliness? Does it lead to successful new concepts, products, or processes that support the interests of its parent? This report offers assessment guidelines for senior management of organizations and of their parents. The report lists the major principles of assessment, noting that details will vary from one organization to another. It provides sufficient information to inform the design of assessments, but it does not prescribe precisely how to perform them, because different techniques are needed for different types of organizations. Best Practices in Assessment of Research and Development Organizations covers three key factors that underpin the success of an R&D organization: (1) the mission of the organization and its alignment with that of the parents; (2) the relevance and impact of the organization's work; and (3) the resources provided to the organization, beginning with a high-quality staff and management.

Book excerpt: Present circumstances call for a critical reassessment of the role of federally funded research and development centers (FFRDCs), particularly, but not solely, within defense and intelligence acquisitions. Three major forces converge in favor of such a reassessment: (1) a defense drawdown and national security strategic re-set; (2) a broad federal budgetary contraction; and (3) a restructuring of the defense and intelligence industry that has substantially increased the availability of fully independent, skilled and cost-effective for-profit contractors. Perhaps surprisingly, there is strong evidence that FFRDCs are significantly more expensive than for-profit contractors on a per capita basis. Thus, in an era of fiscal austerity and retrenchment, it is time for Congress to review and redefine how FFRDC sponsors buy their systems engineering and other support services and take steps to ensure that excess costs are eliminated.

Book excerpt: The Government Performance and Results Act (GPRA), passed by Congress in 1993, requires that federal agencies write five-year strategic plans with annual performance goals and produce an annual report that demonstrates whether the goals have been met. The first performance reports are due in March 2000. Measuring the performance of basic research is particularly challenging because major breakthroughs can be unpredictable and difficult to assess in the short term. This book recommends that federal agencies use an "expert review" method to examine the quality of research they support, the relevance of that research to their mission, and whether the research is at the international forefront of scientific and technological knowledge. It also addresses the issues of matching evaluation measurements to the character of the research performed, improving coordination among agencies when research is in the same field, and including a human resource development component in GPRA strategic and performance plans.
