Book Performance Appraisals Within Public Safety

Download or read book Performance Appraisals Within Public Safety written by Linda Sandleben and published by Universal-Publishers. This book was released on 2005-03-15 with total page 148 pages. Available in PDF, EPUB and Kindle. Book excerpt: The primary objective of this study is to determine whether practicing personnelists and research scholars agree on what constitutes an effective performance appraisal system in public safety organization. If Personnel managers at public safety organization possess knowledge of the characteristics of effective performance appraisal system in public safety organizations, they are more likely to design and/or advocate performance appraisal system in public safety organizations that include these important attributes. In addition, the research is an opportunity for the academic community to learn from the experience of practitioners. Concepts and techniques that are valued by academics may not be functional or effective for those involved in the development and administration of performance appraisal system in public safety organizations. Thus, areas of disagreement can serve to identify subjects for further research and improve both theory and practice. Research of this genre is also necessary because much performance appraisal research is laboratory based with consequent questionable external validity. This research and other recent works attempt to delineate the contextual factors that affect the operation of performance appraisal system in public safety organizations. Given the multitude of variables that can influence the development and administration of a performance appraisal system in public safety organization, personnel manager knowledge alone cannot be expected to have a significant impact on a given systems' effectiveness. Knowledge of the elements of an effective system is a necessary, albeit not a sufficient, condition to ensure performance appraisal system in public safety organization effectiveness. How can Personnel managers at public safety organizations develop their knowledge of effective appraisal system practices? Formal education is one avenue. Personnel managers at public safety organization with advanced degrees specializing in personnel areas are more likely to be cognizant of the requirements for effective performance appraisal system in public safety organizations. Knowledge about performance appraisal can be obtained through specialized courses and training seminars, membership in professional associations, and self-study of the performance appraisal literature. Finally, practical knowledge gained from direct experience with performance appraisal is likely to be extremely important, if not the most important, influence. There are no published works that compare the opinions of personnelists with views of research scholars on the attributes of an effective performance appraisal system in public safety organization. Most of the published works have been descriptive or case study oriented and have not addressed the full-range of attributes related to appraisal system success.

Book Managing Local Government For Improved Performance

Download or read book Managing Local Government For Improved Performance written by Brian W. Rapp and published by Routledge. This book was released on 2019-03-04 with total page 445 pages. Available in PDF, EPUB and Kindle. Book excerpt: After working for nearly three years to improve the performance of the government of Flint, Michigan—and discovering that there was no comprehensive work on the subject of local-government management to refer to—Brian Rapp and Frank M. Patitucci felt a personal as well as a professional need to write a book that would help them understand their successes and failures, and that would help others do a better job in similar situations. The result, this book, is unique both in its approach and in its presentation. The authors, establishing a conceptual framework within which to understand their subject, use Flint as a case city to examine the practical impact of factors affecting city government, and they indicate the major standards and criteria that should be applied in evaluating that impact. Although they recognize that within each city there are unique conditions that make a blanket prescription impossible, the authors are nevertheless convinced that many individuals both in and out of government can do something to improve the performance of their city government, and they have set out to help these individuals understand, in the most concrete terms possible, how they might go about it.

Book Performance Appraisals in the Public Sector

Download or read book Performance Appraisals in the Public Sector written by George L. Morrisey and published by Addison Wesley Publishing Company. This book was released on 1983 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The use of performance appraisal as an effective management tool is the focus of this informative, easy-to-understand supervisor's guide. Management-by-objective (MBO) principles on which performance appraisal is based and benefits of an effective appraisal process (i.e. ongoing employee development, increased communication between managers and employees) are presented. Three sets of skills required by supervisors for effective performance appraisal are development of appraisal measurement criteria, interpersonal communications, and documentation. Appraisal models that include a broad range of applications are described. Guidelines are provided for developing an appraisal model that can be adapted to fit the job requirements of any organization or individual. Special concerns related to performance appraisal in government are discussed and specific directions are given for meeting appraisal requirements in the Civil Service Reform Act of 1978 (CSRA). Components of the formal development interview process include preparation steps, conducting and evaluating the interview, follow-up responsibilities, and summary. An important feature of the guide is a series of articles written by practicing professionals based on actual work experiences. Topics include 1) the importance of documentation in performance appraisal, 2) tailoring performance appraisal systems under CSRA, 3) integrating performance appraisal with MBO, and 4) the evolution of a MBO-based appraisal system. Available in PDF, EPUB and Kindle. Book excerpt: Performance appraisal is a key tool for meeting the managerial needs of the modern organization. Daley examines the entire process of designing a performance appraisal system from determining its organizational purpose to constructing an objective appraisal instrument for measuring employee performance. Emphasis is also placed on the role of employee feedback and appraisal training. The cognitive behavior that shapes and influences the rating process is detailed. The book integrates the literature and practices detailed in business management, psychology, and sociology with that focusing on the public sector. After an overview of performance appraisal research and the effect of public-private differences, Daley examines the reasons for performance appraisal and the basic mechanics--why?, what?, when?, who?--of establishing an appraisal process. Special emphasis is placed on the role of performance appraisal in the organization. He looks at the array of appraisal instruments that exists concentrating on the development of objective Behaviorally Anchored Rating Scales and Management by Objectives approaches. The role of employee feedback and the performance appraisal interview for delivering it are detailed. Daley focuses on the problems that plague raters. Organizational and employee misunderstandings along with traditional rater error problems are diagnosed. The importance of programs for training the rater are presented. Book Perceptions of Performance Appraisals in the Public Sector

Download or read book Perceptions of Performance Appraisals in the Public Sector written by Vanecia Logan and published by . This book was released on 2021 with total page 33 pages. Available in PDF, EPUB and Kindle. Book excerpt: Performance appraisals for government employees has been a contentious topic for scholars for several decades. Contradictory information regarding performance appraisal effectiveness has added to the skepticism felt by participants. Performance appraisals were first introduced to the public sector by President Carter through the Civil Reform Act. The goal of appraisals was initially dependent upon the type of work being performed. Executive-level employee appraisals to be based on both the performance of the individual and the organization's performance. Non-executive employees were to connect individual performance with the agency's objectives. The ultimate goal was to create a system to assess employee performance and advance the operational functions of the organization. The proposed study aims to analyze factors associated with employee perceptions of performance appraisals in the public sector and to help identify key factors that aid or impede appraisal effectiveness. Using surveys and interviews, quantitative and qualitative data can be gathered from current federal, state, and local government employees who were participate in the appraisal process. This study can provide insight on the perceptions of appraisals and identify if they provide any value to public organizations.
