Using a series of case studies to show how role conflict has operated in Mexico’s foreign policy, Omar Loera-González studies three specific settings where Mexico could have displayed middle-power behaviour. First, he analyses Mexico’s controversial membership and performance in the Iraq crisis within the Security Council of the United Nations from 2002 to 2003. The second case study examines Mexico’s ambition to display a regional leadership role in regional multilateral bodies like the Community of Latin American and Caribbean States (CELAC) and the Pacific Alliance (PA). In the third and final case study, Loera-González focuses on Mexico’s engagement in human rights and democracy promotion. Conflicting expectations from several actors – domestic and external – have led to a foreign policy contradictory to what is expected for a country with Mexico's material capabilities and its foreign policy objectives. While most countries in the region share many of the characteristics of middle-income countries, theirs is a matter of extremes. Their generally small size suggests a fragility not found elsewhere. While much of the world is beginning to feel some effects of climate change, the Caribbean is ground zero. These factors suggest a difficult road ahead, but the chapters presented in this volume aim to help to spur the search for creative solutions to the region’s problems. The chapters, written by expert contributors, examine the Caribbean economies from several perspectives. Many break new ground in questioning past policy mindsets, while developing new approaches to many of the traditional constraints limiting growth in the region. The volume is organized in four sections. Part I examines commonalities, including issues surrounding small economies, tourism, climate change and energy security. Part II looks at obstacles to sustained progress, for example debt, natural disasters and crime. In Part III chapters consider the specific role of external influences, including the USA and the European Union, the People's Republic of China, as well as regional co-operation. The volume concludes in Part IV with country case studies intended to provide a sense of the diversity that runs through the region.

Book excerpt: Originally published in Mexico in 1970, Indigenous and Popular Thinking in América is the first book by the Argentine philosopher Rodolfo Kusch (1922–79) to be translated into English. At its core is a binary created by colonization and the devaluation of indigenous practices and cosmologies: an opposition between the technologies and rationalities of European modernity and the popular mode of thinking, which is deeply tied to Indian ways of knowing and being. Arguing that this binary cuts through América, Kusch seeks to identify and recover the indigenous and popular way of thinking, which he contends is dismissed or misunderstood by many urban Argentines, including leftist intellectuals. Indigenous and Popular Thinking in América is a record of Kusch's attempt to immerse himself in the indigenous ways of knowing and being. At first glance, his methodology resembles ethnography. He speaks with and observes indigenous people and mestizos in Peru, Bolivia, and Argentina. He questions them about their agricultural practices and economic decisions; he observes rituals; he asks women in the market the meaning of indigenous talismans; he interviews shamans; he describes the spatial arrangement and the contents of shrines, altars, and temples; and he reproduces diagrams of archaeological sites, which he then interprets at length. Yet he does not present a "them" to a putative "us." Instead, he offers an inroad to a way of thinking and being that does not follow the logic or fit into the categories of Western social science and philosophy. In his introduction, Walter D. Mignolo discusses Kusch's work and its relation to that of other twentieth-century intellectuals, Argentine history, and contemporary scholarship on the subaltern and decoloniality.
