This report marks the first joint Accountability Mechanism Annual Report of the OSPF and OCRP in the spirit of promoting synergy in the new Accountability Mechanism. It outlines complaint-related activities of the OSPF and OCRP in 2012 and touches on its outreach and the information-sharing initiatives of the new Accountability Mechanism. Background ADB's Accountability Mechanism allows persons affected by ADB-assisted projects to submit complaints about harm resulting from those projects. It is guided by the principles of: responsiveness to project-affected persons’ concerns; fairness to all stakeholders; independence and transparency; cost effectiveness and efficiency; and complementing other ADB systems (including supervision, audit, and quality control).

This paper synthesizes the findings of the International Conference on Payments for Ecological Services convened in Ningxia Hui Autonomous Region in September 2009 to support eco-compensation programs in the country.

Book excerpt: Where benefits and costs accrue at different scales, financial intermediaries are needed to facilitate relations between global-scale buyers and local-scale providers of carbon sequestration and storage. These intermediaries can help to collect and distribute payments and to promote the scheme to potential beneficiaries. The benefits distributed should compensate for the transaction, opportunity and implementation costs incurred by stakeholders for providing ecosystem services. Therefore, calculating the costs and understanding who incurs them are essential for benefit sharing. Targeting benefits according to a set of criteria that match the objectives of the specific mechanism increases the mechanism’s efficiency. As the level of performance-based payments may not be able to compete with the opportunity costs of highly profitable land uses, performance-related benefit-sharing mechanisms should be focused on areas with moderate opportunity costs. Benefits should be divided into upfront payments to cover startup costs and to give an initial incentive for participation, and payments upon delivery of ecosystem services to ensure adherence to conditionality.

Policymakers have become increasingly interested in developing new approaches to address China's multiplying conservation challenges and resource constraints in face of break-neck economic growth. This has led China's central and local governments to rapidly expand the range of policy and program innovations, many under the broad heading of "eco-compensation," that are laying the groundwork for the development of ecosystem services markets. In particular, local governments have been important contributors to this process, rapidly adapting centrally designed "eco-compensation" programs to their own needs, creating "hybrids"--programs that weave together and draw upon multiple central and provincial policies and funding sources--and creating their own distinct initiatives that often feed back into central government policy development. While not an exhaustive account of all payments (PES) and markets (MES) for ecosystem services in China, it provides an overview of a range of policy innovations for watershed ecosystem services, carbon markets, forest conservation, improving landscape amenities, biodiversity conservation and anti-desertification. The results of this report suggest that there are tremendous opportunities to draw lessons from the significant degree of local innovation that is occurring and to connect innovations from around the globe to inform developments in China.

Book excerpt: On April 20, 2010, the Deepwater Horizon platform drilling the Macondo well in Mississippi Canyon Block 252 (DWH) exploded, killing 11 workers and injuring another 17. The DWH oil spill resulted in nearly 5 million barrels (approximately 200 million gallons) of crude oil spilling into the Gulf of Mexico (GoM). The full impacts of the spill on the GoM and the people who live and work there are unknown but expected to be considerable, and will be expressed over years to decades. In the short term, up to 80,000 square miles of the U.S. Exclusive Economic Zone (EEZ) were closed to fishing, resulting in loss of food, jobs and recreation. The DWH oil spill immediately triggered a process under the U.S. Oil Pollution Act of 1990 (OPA) to determine the extent and severity of the "injury" (defined as an observable or measurable adverse change in a natural resource or impairment of a natural resource service) to the public trust, known as the Natural Resources Damage Assessment (NRDA). The assessment, undertaken by the trustees (designated technical experts who act on behalf of the public and who are tasked with assessing the nature and extent of site-related contamination and impacts), requires: (1) quantifying the extent of damage; (2) developing, implementing, and monitoring restoration plans; and (3) seeking compensation for the costs of assessment and restoration from those deemed responsible for the injury. This interim report provides options for expanding the current effort to include the analysis of ecosystem services to help address the unprecedented scale of this spill in U.S. waters and the challenges it presents to those charged with undertaking the damage assessment.

Due to the fact that willingness to accept (WTA) is usually substantially higher than willingness to pay (WTP) for non-market environmental goods, the funding generated by PES projects is usually not sufficient to incentivize private landowners to provide Ecosystem Services (ES). The dissertation first presents an economic model to analyze the factors that influence WTP and WTA. Model simulation results indicate that, since high income people tend to have higher WTP while low income people tend to be willing to accept lower payments, wealth disparity between the buyers and suppliers of ES could help close the gap between WTP and WTA and increase the chances of ES transactions. Furthermore, the results of the economic model provide justifications for integrating poverty alleviation goals into PES programs. Next, the dissertation uses China as a specific case to demonstrate the results of the economic model in a real world setting. It examines China's socioeconomic, ecological, and institutional contexts, and shows that the significant wealth disparity between China's industrialized eastern provinces and ecosystem-services-rich western provinces could facilitate integrated PES and poverty alleviation programs. Finally, the dissertation presents the results of an empirical study on a large-scale eco-compensation program on the Qinghai-Tibetan Plateau, China. Analyses of the program show that livestock herders with lower income from grazing and those with more degraded grasslands are more willing to participate in eco-compensation program and accept relatively lower compensation for reducing intensity of grazing. This result is consistent with the conclusion of the economic model that low income people are more likely to participate and benefit from PES projects. Results also suggest that through enrolling these herders and restoring their degraded grasslands, PES project could achieve ecological benefits in an economically efficient manner. The empirical study also suggests that scientific-based measurements, voluntary-based participation, and outcome-based payments are critical for PES to succeed in the real world.

Book excerpt: Agricultural systems are no longer evaluated solely on the basis of the food they provide, but also on their capacity to limit impacts on the environment, such as soil conservation, water quality and biodiversity conservation, as well as their contribution to mitigating and adapting to climate change. In order to cope with these multiple service functions, they must internalize the costs and benefits of their environmental impact. Payments for ecosystem services are hoped to encourage and promote sustainable practices via financial incentives. The authors show that while the principle is straightforward, the practice is much more complicated. Whereas scenic beauty and protection of water sources provide benefits to the local population, carbon sequestration and biodiversity conservation can be considered international public goods, rendering potential payment schemes more complex. Few examples exist where national or international bodies have been able to set up viable mechanisms that compensate agricultural systems for the environmental services they provide. However this book provides several examples of successful programs, and aims to transfer them to other regions of the world. The authors show that a product can be sold if it is clearly quantified, there exists a means to determine the service's values, and there is a willing buyer. The first two sections of the book present methodological issues related to the quantification and marketing of ecosystem services from agriculture, including agroforestry. The third and final section presents case studies of practical payments for ecosystem services and experiences in Central and South America, and draws some lessons learnt for effective and sustainable development of ecosystem services compensation mechanisms.
