Focusing on when the future-self matters and how to reduce the shortfall between the self that one aspires to become and the outcomes that one actually attains, Oyserman introduces the reader to the core theoretical framework of identity-based motivation (IBM) theory. IBM theory is the prediction that people prefer to act in identity-congruent ways but that the identity-to-behavior link is opaque for a number of reasons (the future feels far away, difficulty of working on goals is misinterpreted, and strategies for attaining goals do not feel identity-congruent). Oyserman's book goes on to also include the stakes and how the importance of education comes into play as it improves the lives of the individual, their family, and their society. The framework of IBM theory and how to achieve it is broken down into three parts: how to translate identity-based motivation into a practical intervention, an outline of the intervention, and empirical evidence that it works. In addition, the book also includes an implementation manual and fidelity measures for educators utilizing this book to intervene for the improvement of academic outcomes.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Yet fewer than 40 percent of entrants complete an undergraduate degree within six years. This fact has put pressure on community colleges to improve academic outcomes for their students. Redesigning America’s Community Colleges is a concise, evidence-based guide for educational leaders whose institutions typically receive short shrift in academic and policy discussions. It makes a compelling case that two-year colleges can substantially increase their rates of student success, if they are willing to rethink the ways in which they organize programs of study, support services, and instruction. Community colleges were originally designed to expand college enrollments at low cost, not to maximize completion of high-quality programs of study. The result was a cafeteria-style model in which students pick courses from a bewildering array of choices, with little guidance. The authors urge administrators and faculty to reject this traditional model in favor of “guided pathways”—clearer, more educationally coherent programs of study that simplify students’ choices without limiting their options and that enable them to complete credentials and advance to further education and the labor market more quickly and at less cost. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

The puzzle of why some countries are wealthier and more developed than others continues to confound students and practitioners of development alike. Whereas earlier grand explanations focused on issues of 'geography' or 'institutions', the second decade of the 21st century finally saw 'politics' arrive centre-stage within international development. This catalyzed a search to answer the key question: under what conditions do governments become committed to and capable of delivering development? How can these processes be conceptualized and researched? And what (if anything) can be done to 'get the politics right' for development? Pathways to Development draws on a major comparative research effort to present new answers to the question of how politics shapes development. It develops and applies a 'power domains' framework across multiple countries in the global South to uncover the political drivers of development across a wide range of policy areas, including economic growth, gender equity, health, and education. Hickey and Sen find that a country's pathway to development is shaped less by institutional type than by the nature of the politics and power relations that underpinned these institutions and which shape how they actually function in practice within different policy domains. Comparative analysis reveals two alternative pathways to developmental outcomes, each of which is specific to particular configurations of power. The first involves a dominant ruling coalition with a strong developmental vision that faces an existential threat from social forces; the second involves competitive settlements within which the short-term vision of ruling elites and the politicization of the public bureaucracy are offset by the presence of strong and coherent coalitions within particular policy domains. Hickey and Sen use these insights to generate innovative, practical suggestions for policy actors seeking to promote inclusive development that are aligned to critical differences in political context.

Book excerpt: The United States has publicly funded its human spaceflight program on a continuous basis for more than a half-century, through three wars and a half-dozen recessions, from the early Mercury and Gemini suborbital and Earth orbital missions, to the lunar landings, and thence to the first reusable winged crewed spaceplane that the United States operated for three decades. Today the United States is the major partner in a massive orbital facility - the International Space Station - that is becoming the focal point for the first tentative steps in commercial cargo and crewed orbital space flights. And yet, the long-term future of human spaceflight beyond this project is unclear. Pronouncements by multiple presidents of bold new ventures by Americans to the Moon, to Mars, and to an asteroid in its native orbit, have not been matched by the same commitment that accompanied President Kennedy\'s now fabled 1961 speech-namely, the substantial increase in NASA funding needed to make it happen. Are we still committed to advancing human spaceflight? What should a long-term goal be, and what does the United States need to do to achieve it? Pathways to Exploration explores the case for advancing this endeavor, drawing on the history of rationales for human spaceflight, examining the attitudes of stakeholders and the public, and carefully assessing the technical and fiscal realities. This report recommends maintaining the long-term focus on Mars as the horizon goal for human space exploration. With this goal in mind, the report considers funding levels necessary to maintain a robust tempo of execution, current research and exploration projects and the time/resources needed to continue them, and international cooperation that could contribute to the achievement of spaceflight to Mars. According to Pathways to Exploration, a successful U.S. program would require sustained national commitment and a budget that increases by more than the rate of inflation. In reviving a U.S. human exploration program capable of answering the enduring questions about humanity's destiny beyond our tiny blue planet, the nation will need to grapple with the attitudinal and fiscal realities of the nation today while staying true to a small but crucial set of fundamental principles for the conduct of exploration of the endless frontier. The recommendations of Pathways to Exploration provide a clear map toward a human spaceflight program that inspires students and citizens by furthering human exploration and discovery, while taking into account the long-term commitment necessary to achieve this goal.

It reports on the progress made towards formulating, planning and developing implementation mechanisms for the PMP/AB, based on the comments and recommendations provided by the wide range of stakeholders and experts who participated in these events. In August 2019, the Tenth Session of the Committee on Fisheries (COFI) Sub-Committee on Aquaculture, held in Trondheim, Norway endorsed the PMP/AB and the development of a multidonor-assisted, long-term aquaculture biosecurity component of an aquaculture programme, including its five pillars. Therefore, the FAO, through its Department of Fisheries and Aquaculture, now has a mandate for the further development and implementation of the PMP/AB. Future activities include the establishment of an official Technical Working Group (TWG) that will drive the further development of the technical aspects of the PMP/AB, wider consensus building, initial application (pilot testing) and refinement of the PMP/AB tools, and resource mobilization for the aquaculture biosecurity programme. Guidance documents and resources for advocacy and training on the PMP/AB are currently in development to facilitate adoption at the national level.
