It is observed, whether party cohesion as a form of legislative behaviour, influences the degree of citizens’ subjective perceptions of an adequate political representation. High levels of party cohesion are expected to create individual impressions of an adequate political representation. To test this theory, I generated a roll-call votes dataset to measure party cohesion since 2017. Together with the latest version of the Eurobarometer dataset of 2018, I observe the subjective level of political representation. The empirical analysis through an ordered logistic regression shows that the hypothesis can cautiously be confirmed, meaning that higher levels of party cohesiveness are associated with higher degrees of subjective political representation.

Book excerpt: An almost universal point of agreement in contemporary political science is that 'institutions matter'. But the governing institutions of the European Union are widely presumed to matter more than most. A commonplace assumption about the EU is that those working within European institutions are subject to a pervasive tendency to become socialized into progressively more pro-integration attitudes and behaviours. The assumption has been integral to many accounts of European integration, and is also central to how scholars study individual EU institutions. However, the theoretical and empirical adequacy of this assumption has never been properly investigated. A serious study of whether political actors in the EU do tend to 'go native' or not - and why - is long overdue. This study examines this question in the context of an increasingly important EU institution, the European Parliament. The book integrates new theoretical arguments with a substantial amount of original empirical research. It develops a coherent understanding, based on simple rationalist principles, of when and why institutional socialization is effective. This theoretical argument explains the main empirical findings of the book. Drawing on several sources of evidence on MEPs' attitudes and behaviour, and deploying advanced empirical techniques, the empirical analysis shows the commonplace assumption about EU institutions to be false. European Parliamentarians do not become more pro-integration as they are socialized into the institution. The findings of the study generate some highly important conclusions. They indicate that institutional socialization of political elites should be given a much more limited and conditional role in understanding European integration than it is accorded in many accounts. They suggest that MEPs remain largely national politicians in their attitudes, loyalties, and much of their activities, and that traditional classifications of the European Parliament as a 'supra-national' institution are misleading. Finally, the study offers broader lessons about the circumstances in which institutions effectively socialize those working within them.

Book excerpt: When direct elections for the European Parliament were first organized in 1979, the idea was that such direct elections would increase the democratic legitimacy and accountability of the Parliament. Moreover, the elections were expected to raise public interest, engagement and support for the European project. Did these elections help to increase legitimacy and accountability? Did they increase interest in and support for the 'European project'? Or, did these elections have unintended (and perhaps undesirable) consequences? This volume focuses on the consequences of European elections for public debate and involvement, for party systems, and for public opinion. EP elections have caused a number of intended consequences: the salience of the elections in the media has gone up and over time electoral competition becomes more important, engaging in the campaign can help improve EU evaluations, and Europe as a topic has become more important for voting at EP elections, boosting the prevalence of so-called EU voting. A number of intended consequences have not materialized during the life of the EP so far: knowledge or turnout levels have not gone up and citizens have not become better at judging what political parties are offering. The EP elections have, however, also yielded a number of unintended consequences: EP elections dampen turnout for first time voters in subsequent elections, EP elections cause temporary decline in EU support, and the elections have become a strategic arena for political parties to position themselves on EU issues and for new movements and parties to boost or sustain their success.

They help to aggregate and communicate policy preferences, link decision-making between different legislative bodies and hold politicians accountable. In the European Union, however, the electoral connection is weak. This casts doubt on the impact of partisan politics at the European level. Are political parties able to fulfil their role as ‘transmission belts’ ensuring political accountability and consistent decision-making in the European Union? To answer this question we look at the micro foundations of partisan politics in the European Union. The contributions in this volume all depart from a common theoretical framework but use a wide range of empirical data and research designs, covering qualitative process-tracing, elite interview and large-N quantitative analysis. Moreover, they examine party effects in the electoral and legislative arena. Finally, the volume covers all European institutions: the Commission, the Council of the European Union, the European Council and the European Parliament. The findings enhance our understanding of the workings of decision-making in Brussels, add to the debate on the EU democratic deficit, and highlight the usefulness of drawing upon insights from the literature on Comparative Politics when studying the European Union. Book excerpt: [Truncated abstract] Over the last twenty- five years, the European Parliament (EP), in conjunction with the European Union, has undergone a rapid process of evolution leading to a significant increase in the EP's role within the Union's legislative process. In turn, the expectation of cohesive party behaviour from Members of the European Parliament (MEPs) in plenary sessions have also increased. This thesis utilises an institutional approach to legislative behaviour in order to examine the influence that the EP s design and operation has upon the behaviour of its members, and the organisation of its party groups. Ultimately, the thesis argues that EP party group leaders are inhibited by the institutional design of the Parliament, and until such time as they are provided with disciplinary powers equivalent to those utilised by party leaders in national legislatures, the ability of EP party group leaders to organise their members into cohesive voting blocs will be limited. The thesis is divided into eight chapters. The first chapter, which serves as a literature review, examines the influence that legislative design can have upon the development of a party system and the behaviour of members within a legislature. The second chapter charts the evolution of the European Parliament and its party groups, examining the ways in which the EP party groups have developed their own disciplinary systems. Chapter Three explores the influence that the electoral systems utilised in EP elections can have upon the behaviour of MEPs, as well as the limitations the EP electoral system places upon EP party group leaders searching for organisational tools to keep their members in check...
