Book excerpt: The expansion and updating of this report drew primarily on parliamentary support activities of the Congressional Research Service of the Library of Congress scheduled to end in 1996. Through the period 1991-1995, major support for activities described in the current volume came from assistance to new parliaments mandated by the U.S. Congress and funded through the U.S. Agency for International Development. The Congressional Research Service conducted programs for members of the parliaments in Estonia, Lithuania, Ukraine, and Bulgaria during the six-year period. Parliamentary staff from countries throughout Eastern and Central Europe participated in training programs in Washington, D.C., that were designed to strengthen their skills and deepen their knowledge of the market economy. Economic forums for member countries and European parliamentary conferences were held on a regular basis, addressing direct parliamentary needs, along with assistance and attention to executive agencies of states in transition.

Book excerpt: The states from Central and Eastern Europe that joined the EU in 2004 and 2007 provide a fascinating series of case studies for scholars interested in politics, IR and development studies. The interest comes from the fact that never before had so many recipients of EU aid joined the Union and taken on the commitment to become aid donors. The journey from recipients of aid to aid donors is interesting because, not only does it tell us about development policy in CEE states, this policy area gives us an insight into governmental structures in CEE states, foreign policy priorities, public opinion, the role of NGOs/civil society and how well CEE states have taken on board the EU acquis (the EU’s rule book). The book also explores whether the development cooperation programmes of the majority of CEESs reflect the so-called "transition experience" of moving from authoritarianism and socialism to democracy and modern liberalism. It also explores the extent to which these donors are aligned with the approaches of the DAC donors. Finally, by extending the scrutiny to the bottom-up development activities of non-state actors and public opinion, the book will analyse the dynamics of the solidarity of the former ‘East’ with the global ‘South’. Book excerpt: This book seeks to inject fresh thinking into the debate on democratic deterioration in Central and Eastern Europe (CEE), viewing 'democratic backsliding' through the prism of a range of cases beyond Hungary and Poland, to redress the imbalance in current scholarship. Over the past decade a consensus has emerged that democracy in CEE is sharply deteriorating, perhaps even 'backsliding' into new forms of authoritarianism. Debate has, however, so far focused disproportionately on the two most dramatic and surprising cases: Hungary and Poland. This book reflects on the 'backsliding' debate through the experience of CEE countries such as the Czech Republic, Bulgaria, Latvia, and Estonia; as well as neighbouring post-communist regions such as the Western Balkans and former Soviet Union (cases such as Moldova and Ukraine), whose patterns of failing or partial democratisation may be newly instructive for analysing the development of CEE. Contributors present less frequently considered perspectives on 'democratic backsliding' in the CEE region, such as the role of oligarchisation and wealth concentration; the potential of ethnographical approaches to democracy evaluation; the trade-offs between democratic quality and democratic stability; and the long-term interplay between social movements, state-building, and democratisation. Book excerpt: A behind-the-scenes look at how the United States aided the Velvet Revolution Democracy's Defenders offers a behind-the-scenes account of the little-known role played by the U.S. embassy in Prague in the collapse of communism in what was then Czechoslovakia. Featuring fifty-two newly declassified diplomatic cables, the book shows how the staff of the embassy led by U.S. Ambassador Shirley Temple Black worked with dissident groups and negotiated with the communist government during a key period of the Velvet Revolution that freed Czechoslovakia from Soviet rule. In the vivid reporting of these cables, Black and other members of the U.S. diplomatic corps in Prague describe student demonstrations and their meetings with anti-government activists. The embassy also worked to forestall a violent crackdown by the communist regime during its final months in power. Edited by Norman L. Eisen, who served as U.S. Ambassador to the Czech Republic from 2011 to 2014, Democracy's Defenders contributes fresh evidence to the literature on U.S. diplomatic history, the cold war era, and American promotion of democracy overseas.
