El pensamiento neoestructuralista de la CEPAL es dinámico, abierto y se renueva permanentemente sin perder su tradición estructuralista. El libro aporta también elementos conceptuales para formular un neoestructuralismo ecológico.

It argues that the currency depreciation seen in several countries in the region could, if sustained, increase incentives for investment in tradeable sectors other than the region’s traditional exports (commodities), while redirecting expenditure to ease pressure on the current account. Growth-supporting industrial, trade, environmental, social and labour policies that take into account the needs of small and medium-sized enterprises, could help lessen the region’s structural heterogeneity. Growth combined with greater equality would thus gain economic and social sustainability, with greater reliance from investment and exports than before. It is argued that this combination would be aided by social covenants for investment.

It examines the external and internal factors influencing the region’s economic performance and highlights some of the macroeconomic policy challenges that have arisen in an external context of weak growth and high levels of uncertainty. Part II analyses the challenges that the countries of Latin America and the Caribbean face at the domestic and international levels in mobilizing financing for development. On the domestic front, slower growth and tighter fiscal restrictions pose significant challenges for the mobilization of resources. Externally, the classification of many of the region’s countries in the middle-income category limits their access to concessional external financing or international support. Part III of this publication contains the notes relating to the economic performance of the countries of Latin America and the Caribbean in 2015 and the first half of 2016, together with their respective statistical annexes. En el capítulo II se analiza la forma en que el comercio internacional puede hacer un mayor aporte a la sostenibilidad ambiental. Los vínculos entre comercio y medioambiente se han hecho más visibles desde los años noventa, como muestra el aumento de las controversias comerciales vinculadas con aspectos ambientales y la creciente incorporación de capítulos ambientales en los acuerdos comerciales. Por último, en el capítulo III se examina la situación de la infraestructura y la logística, aspectos clave para el comercio internacional y la producción. Se concluye destacando la necesidad de reexaminar las políticas públicas en materia de concesiones de infraestructura económica y el rol central de la acción regulatoria del Estado, especialmente en el ámbito de la competencia.

Close to the 2007 crisis, some de-coupling effects were consequent in most developed countries in comparison with the ex-Third World. Latin America seemed to entail a "divergence" with the First World, as unlike the past, it was not hit by the financial crisis, but old historical fragilities invalidated the short positive cycle produced by high international prices. This work deals with this crisis and its basic differences from the older crises of the Thirties and Seventies.
