Book excerpt: TPPs play a vital role in preparing teachers, including helping them teach to new K-12 college- and career-ready standards recently adopted or under development in all states. Under Title II of the Higher Education Act, states collect information on TPPs and report it to Education, which reports it to the public. Education also administers competitive grant programs related to teacher preparation. In light of new K-12 standards and questions about TPP quality, GAO was asked to review TPP, state, and federal efforts. This report examines: (1) state oversight activities, (2) state and TPP actions related to new K-12 standards, and (3) the extent to which Education shares information about TPP quality. GAO reviewed relevant federal laws and documents, surveyed all state oversight offices (with a 100 percent response rate), and interviewed Education officials and various stakeholders, as well as a non-generalizable sample of officials in five states with varied approaches to oversight and 14 TPPs in those states. What GAO Recommends Among other things, GAO recommends that Education monitor states to ensure their compliance with requirements to assess whether any TPPs are low-performing and develop mechanisms to share information about TPP quality within the agency and with states. Education agreed with our recommendations.

The success of any plan for improving educational outcomes depends on the teachers who carry it out and thus on the abilities of those attracted to the field and their preparation. Yet there are many questions about how teachers are being prepared and how they ought to be prepared. Yet, teacher preparation is often treated as an afterthought in discussions of improving the public education system. Preparing Teachers addresses the issue of teacher preparation with specific attention to reading, mathematics, and science. The book evaluates the characteristics of the candidates who enter teacher preparation programs, the sorts of instruction and experiences teacher candidates receive in preparation programs, and the extent that the required instruction and experiences are consistent with converging scientific evidence. Preparing Teachers also identifies a need for a data collection model to provide valid and reliable information about the content knowledge, pedagogical competence, and effectiveness of graduates from the various kinds of teacher preparation programs. Federal and state policy makers need reliable, outcomes-based information to make sound decisions, and teacher educators need to know how best to contribute to the development of effective teachers. Clearer understanding of the content and character of effective teacher preparation is critical to improving it and to ensuring that the same critiques and questions are not being repeated 10 years from now.

In the last decade, national reports calling for the transformation of teacher preparation have advocated for greater school-university collaboration and increased clinical preparation of teachers (AACTE, 2018; NCATE, 2010). Thus, institutions with teacher preparation should be increasingly concerned with the clinical component of their teacher certification programs (AACTE, 2010; 2018; NCATE, 2001; NEA, 2014). However, supervision in teacher preparation has historically been held in low regard, (Beck & Kosnik, 2002; Feiman-Nemser, 2001; The Holmes Group, 1986; Hoover, O’Shea, & Carroll, 1988; Soder & Sirotnik, 1990) even though research has shown that high-quality supervision promotes teacher candidate learning (Bates, Drits, & Ramirez, 2011; Burns, Jacobs, & Yendol-Hoppey, 2016; Darling-Hammond, 2014; Gimbert & Nolan, 2003; Lee, 2011). In fact, university supervisors “may be the most undervalued actors in the entire teacher preparation equation when one considers the knowledge, skills, and dispositions they must have to teach about teaching in the field” (Burns & Badiali, 2016, p. 156). Despite this research, the function of supervision has often been relegated to adjunct faculty or even removed the university-based supervisor altogether in some colleges/schools of education (McIntyre & McIntyre, 2020; NCATE, 2010; Slick, 1998; Zeichner, 1992, 2005). These practices are incredibly problematic for actualizing clinically based teacher education. Thus, the road to transforming teacher education must involve addressing such long standing misperceptions about what supervision is, what purpose it serves, and how it can be renewed from an afterthought to become the driving engine of high quality teacher preparation. Advancing Supervision in Clinically Based Teacher Education: Advances, Opportunities, and Explorations aims to elevate supervision and supervisors, as undervalued actors, by disseminating high-quality manuscripts on this critical area of study. The chapters in this book tackle the persistent issue of devaluing and marginalizing supervision in some institutions of higher education by sharing current research, illuminating challenges of supervising in the current high stakes accountability climate, and offering innovative ideas that can improve supervision in clinically based teacher education.

Book excerpt: Our current system for holding U.S. teacher education programs accountable doesn't guarantee program quality or serve the needs of schools and students. State oversight for teacher preparation programs mostly ignores the impact of graduates on the K-12 students they teach, and it gives little attention to where graduates teach or how long they remain in the profession. There is no evidence that current state policies hold programs to high standards in order to produce teachers who can help students achieve. Moreover, every state does its own thing when it comes to program oversight--another barrier to effective quality control. New ways of preparing teachers have been created in the last few decades in large part because they offer solutions to serious problems that many university-based teacher preparation programs appear unwilling to address. Academically strong college students as well as school districts, foundations, and policymakers are proponents of initiatives such as Teach for America, the New Teacher Project, other teaching fellows programs such as those of the Woodrow Wilson National Fellowship Foundation, and teacher residency programs. Despite these competitive developments, however, states have done little to focus traditional preparation programs on issues like selective recruitment through high standards for entry into programs, carefully constructed and monitored clinical experiences for teacher candidates, and program evaluation focused on important outcomes. The redesigned accountability system proposed in this paper is an effort to direct regulatory oversight to things that matter: whether or not K-12 students are learning, how well teachers have developed the classroom teaching skills to be effective with their students, a graduate's commitment to teaching as a professional career, feedback from graduates and employers, and high-quality tests of teacher knowledge and skills that are tied to classroom teaching performance and K-12 stud learning.
