Book excerpt: Interrelations between Public Policies, Migration and Development in the Philippines is the result of a project carried out by the Scalabrini Migration Center (SMC) and the OECD Development Centre, in collaboration with the Commission on Filipinos Overseas (CFO) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education and investment and financial services – and, in turn, how sectoral policies affect migration. The report addresses three dimensions of the migration cycle that have become an important part of the country's social and economic contexts: emigration, remittances and return. The results of the empirical work confirm that even though migration contributes to the development of the Philippines, the potential of migration is not fully exploited. One explanation is that, despite its advancement in understanding the link between migration and development which is reflected in the Philippine Development Plan, not all policy makers in the Philippines take migration sufficiently into account in their respective policy areas. The Philippines therefore needs to adopt a more coherent policy agenda and better integrate migration into their sectoral strategies to enhance the contribution of migration to development in the country.

The Philippine Government has encouraged the manpower exodus to absorb the country's surplus labour and to bring foreign exchange earnings into the Philippine economy. However, non-governmental organizations have argued that social dysfunctions associated with working abroad have not been adequately addressed. Using an analytical framework that blends multiple stakeholders' perspectives, the author assesses the historical, demographic, economic, social, and political dimensions of Philippine labour migration policy from the early 1900s to the late 1990s. Book excerpt: The East Asia and Pacific (EAP) region has an international emigrant population of more than 21 million people who remitted US$112 billion to their home countries in 2013. The region also hosts more than 7 million migrant workers, mostly from other Asian countries. These migrant workers account for 20 percent or more of the labor force in economies such as Malaysia and Singapore and thus play a significant role in the economies of the labor-receiving countries. An aging population in many East Asian countries will create significant labor shortages, leading to greater demand for migrant workers. For these reasons, international labor mobility is emerging as an important development issue in East Asia, with important implications for reducing poverty and supporting sustainable economic development in the region. In this context, International Migration and Development in East Asia and the Pacific analyzes the impact of migration on development of the EAP region and examines how international migration should be managed in East Asia in a way that supports development goals while simultaneously protecting the rights of migrants. The study covers trends in international migration in East Asia and overarching regional issues such as the links between macroeconomic management and remittances and the role of demographic trends in migration; the economic impact of migration and remittances on labor-sending countries and labor-receiving countries; the migration industry; and the policies and institutions that govern migration. This report shows that in labor-sending countries remittances help reduce poverty significantly by increasing income for migrants’ families. At the country level, remittances have a significant role in helping finance trade deficits and in bolstering reserves, not only in the small Pacific Island economies but also in large economies such as Vietnam and the Philippines. For labor-receiving countries, such as Malaysia, Singapore, and Hong Kong SAR, China, migrant workers form a significant part of the workforce, especially in labor-intensive manufacturing, construction, plantation agriculture, fishing, and household services. Migrant workers thus help relieve labor shortages, boost output, and maintain competitiveness. The role of migrant workers will become more important in the future given the rapid population aging in many labor-receiving East Asian countries. Given these factors, the key question concerning international migration in East Asia and the Pacific is not whether it is desirable but how it should be managed in the future. International Migration and Development in East Asia and the Pacific discusses a range of policy options in both labor-sending and labor-receiving countries to address this question.

Available in PDF, EPUB and Kindle. Book excerpt: The COVID-19 pandemic has such a wide-reaching and sudden adverse impact on people's livelihoods. For a country like the Philippines which significantly relies on overseas remittances to boost household consumption, the return of hundreds of thousands of OFWs is a great reminder of the need for social protection and resilient sources of livelihood. This study examines the access of OFWs to social protection on-site and after they have returned. The objective is to draw useful insights for improving related efforts for ensuring OFWs are protected while working overseas and that the temporary income generated from it aids in building up their resilience when they return to the country for good. The study shows that the most common benefits received by OFWs in their first migration experience are those which meet rather immediate on-site needs than those that are considered as safety nets that allow them to smoothen consumption in times of shocks. Basic worker benefits like health insurance, overtime pay, paid sick leave, and work accident compensation are less common. In fact, only a little over one-half of all workers have health insurance/medical allowance benefits (53%). Only half of the workers received payment for overtime work in their first overseas job. Some 45 percent have received compensation for work accidents. Interestingly, only around 39 percent have been paid for sick leaves. These show the urgency of effective mechanisms for dialogue with host country governments to ensure that OFWs obtain adequate workers' benefits while working abroad. With respect to accessing social protection, the findings point to the need to target the less educated migrant workers and those who hold elementary occupations in all initiatives related to the improvement of awareness and education campaigns on social protection as these workers have the lowest membership to basic social protection schemes. It is also important to note that such vulnerable workers are also in the bottom income classes. Government agencies mandated to promote the welfare of migrant workers must carry out more aggressive steps towards the inclusion of OFWs in social insurance. These may conduct assessments of the current mechanisms being utilized in securing overseas employment certificates and other such mechanisms with respect to their (in)ability to promote access to social insurance. Other initiatives such as education programs related to financial literacy are also important in the effort to increase the willingness and commitment of migrant workers to regularly contribute to insurance schemes for their own protection.
