Dealing with applied sociology, it concerns itself but little with questions of origins, and devotes itself to facts rather than to theories. Being an outline, it is meant to serve rather as a guide to the study of life in society than as a compendium of dogmatic sociological conclusions or a series of finished dissertations on social problems. In the preparation of this work I have been animated by the conviction that the time is ripe for a more thoroughly scientific approach to the solution of the problems of social advancement. There is too much of a tendency to treat each question as a thing by itself, and to forget that life in society is not divided into watertight compartments. I have therefore departed from the method of treatment customary in books of this order, and have sought to take a comprehensive view of the entire field of social life and social endeavor, to correlate in a systematic and logical manner the manifold aspects of the social organization, and to indicate the actual interrelationship between seemingly divergent departments of life. This I believe to be the true, and therefore the scientific view. It should give him a broad, comprehensive outlook at the beginning of his college work and prepare him for and arouse his interest in further work in the individual social sciences. This study should make it possible for him to choose his life-activity with reference to all the activities Of society and assist him more or less perma uently in keeping his life-work properly oriented and fitted into its proper place in the life-work Of society. Such a course may well be given, not from the uncorrelated points of view of the respective social sciences, but from a societary point of view. It should clearly indicate that a good member of society should be produced before producing the lawyer, the engineer, the physician, or any other professional or occupational type.1 It should emphasize the fact that the qualities which make good members of communities are more important than the accomplishments of life.1 It should be based upon the proposition that the relations of men to one another are more important than the relations of men to nature.1 It should never overlook the fact that the ideal of the United States today, of individual power and success, instead of being a socializing agency, may become the Chief instrument for dis solving the social order itself.1 The course of study in ques tion should show the solidarity of society and the interdepend ence of all its parts. It is here attempted to present, for example, the political or economic factors in social progress not only from a sociological point of view, but in such a way that the student will want to continue along political science or economic lines as the case may be. The student is not urged to follow up this course with purely sociological studies, but the attempt is made to direct his social interest so that it will find wholesome expres sion through law, politics, business, and so forth. In this out line, history may not appear to have received full consideration as an important member of the group of social sciences, but the course is based on historical data, the historical method is used more or less continuously and such constant emphasis is laid on historical explanations and backgrounds that by the time the course is completed, history is likely to have received more than its proportionate attention. Even to the scientist devoted to the subject the name stands for a problem rather than for an achieved solution. The problem is, moreover, so involved, and it presents so many phases and reduces itself into so many subsidiary problems, that each sociologist addresses himself to a different phase of the whole, a different set of subsidiary problems involved in the total solution; and, as a rule, each is inclined to describe the study of sociology as being just the particular kind of work in which he is absorbed. An extreme illustration of this is the remark of a German scholar, already famous for contributions to the subject which he has embodied in lectures and articles. This man, on being asked what he regarded as the most important sociological books in the German language, answered: There are no books in the German language on sociology as I conceive it. One who surveys the various and contrasting beginnings that have thus far been made is ready to appreciate the words with which Professor Fairbanks begins his Introduction to S ociology' Sociology is the name applied to a rather inchoate mass of materials which embodies our knowledge about society. That this mass of materials includes much that is of great practi cal importance, and that in connection with it there have been developed already some broadening and illuminating points of view, is beyond question. But these points of view are not only independent, but largely isolated and unrelated, and these mate rials are presented in a multiplicity of unreconciled half-systems. The time for complete systematizing is not yet. Is it therefore necessary for the student to plunge at random into the tangle, and wander in confusion; or may he hope to form some approximation to a general concept of the field of sociology? As school-children drawing maps, we were taught to use con struction lines. A few salient points were located, and these were connected by lines which indicated vaguely the outline of the country to be studied. From these points the pencil began to trace the intricate windings of the shore, and with reference to these lines it located rivers, mountains, and cities. The student of soci ology cannot yet lay down a chart of the continent he explores, but he may attempt to form some general conceptions, to discern and state some truths with far-reaching implications, that will serve, like construction lines, to facilitate his progress toward the more accurate tracing of the outlines of this realm, and the com pleter discovery Of its particulars. If it is to appeal to practical men and civic workers, it is important that the methods advocated for the systematic study of cities, and as underlying fruitful action, be not merely the product of the study, but rather be those which may be acquired in course of local observation and practical effort. My problem is thus to outline such general ideas as may naturally crystallise from the experience of any moderately-travelled observer of varied interests; so that his observation of city after city, now panoramic and impressionist, again detailed, should gradually develop towards an orderly Regional Survey. This point of view has next to be correlated with the corresponding practical experience, that which may be acquired through some varied experiences of citizenship, and thence rise toward a larger and more orderly conception of civic action-as Regional Service. In a word, then, Applied Sociology in general, or Civics, as one of its main departments, may be defined as the application of Social Survey to Social Service.
