The sharp oil price rises of the 1970s attracted widespread attention to nuclear power as an alternative energy source, while some developing countries began attaining the technological ability to develop nuclear weapons programmes. While the search for energy should not be thwarted, the quest for nuclear weapons should not be promoted. The tension between these two goals has often led to confused export policies in the nuclear supplier nations. The author attacks this confusion at its source by examining first-hand the motives which drive nuclear policies in the developing world. He explores how security and economic objectives, domestic policies and foreign influence shape nuclear policies, enriching his analysis with examples from South American, African and Asian experiences. This volume also takes into account those without active nuclear programmes, to better understand how such programmes are born. This approach demonstrates that countries such as India, Pakistan and Argentina entertain different priorities from countries such as Brazil, Taiwan and the Philippines in promoting nuclear power.

Book excerpt: Indonesia has participated in cooperative technical programs with the IAEA since 1957, and has cooperated with regional partners in all of the traditional areas where nuclear science is employed: in medicine, public health (such as insect control and eradication programs), agriculture (e.g. development of improved varieties of rice), and the gas and oil industries. Recently, Indonesia has contributed significantly to the Reduced Enrichment Research and Training Reactor (RERTR) Program by conducting experiments to confirm the feasibility of Mo-99 production using high-density low enriched uranium (LEU) fuel, a primary goal of the RERTR Program. Indonesia's first research reactor, the TRIGA Mark II at Bandung, began operation in 1964 at 250 kW and was subsequently upgraded in 1971 to 1 MW and further upgraded in 2000 to 2 MW. This reactor was joined by another TRIGA Mark II, the 100-kW Kartini-PPNY at Yogyakarta, in 1979, and by the 30-MW G.A. Siwabessy multipurpose reactor in Serpong, which achieved criticality in July 1983. A 10-MW radioisotope production reactor, to be called the RPI-10, also was proposed for construction at Serpong in the late 1990s, but the project apparently was not carried out. In the five decades since its nuclear research program began, Indonesia has trained a cadre of scientific and technical staff who not only operate and conduct research with the current facilities, but also represent the nucleus of a skilled labor pool to support development of a nuclear power program. Although Indonesia's previous on-again, off-again consideration of nuclear power has not gotten very far in the past, it now appears that Indonesia again is giving serious consideration to beginning a national nuclear energy program. In June 2006, Research and Technology Minister Kusmayanto Kadiman said that his ministry was currently putting the necessary procedures in place to speed up the project to acquire a nuclear power plant, indicating that, ''We will need around five years to complete the project. If we can start the study, go to tender, and sign the contract for the project this year, the power plant could be on stream by 2011''. While this ambitious schedule may be a bit unrealistic, it suggests new momentum to move forward on the project. The favored site for the proposed plant is the Muria Peninsula, located on Java's north central coast.

The first part, Indonesia's Current Position and Strategy for Renewable Energy, explores Indonesia's current position and strategy on New and Renewable Energy. This chapter also explores Indonesia's commitment towards Net-Zero Carbon Emission 2060. Second, Carbon-Free and Renewable Energy in Indonesia, discusses the status of renewable energy use in the world, elaborate on the carbon impact of energy shift from fossil to renewable sources, and introduce a new criterion in renewable energy: carbon-neutral energy. The last part, Indonesia's New Strategy to Achieve Net-Zero Emission in 2060, explores the macroeconomic benefits of renewable and carbon-neutral energy deployment which are increasing energy security, fueling GDP development, creating job opportunities, enhancing human welfare, and achieving gender equality. We hope that this book can be a valuable reference for stakeholders, policymakers, as well as society to recover from the pandemic crisis and find better solutions to benefit future generations.
