Book excerpt: This standard is applicable to operations with plutonium-uranium oxide fuel mixtures outside nuclear reactors, except the assembly of these materials under controlled conditions, such as in critical experiments. Basic criteria are presented for plutonium-uranium fuel mixtures in single units of simple shape containing no more than 30 wt% plutonium combined with uranium containing no more than 0.71 wt% 235U. The limits for uniform aqueous mixtures (solution) are applicable to homogeneous mixtures and slurries in which the particles constituting the mixture are uniformly distributed and have a diameter no larger than 127 mm (0.005 in.), i.e., are capable of being passed through 120 mesh screen. This standard does not include the details of administrative controls, the design of processes or equipment, the description of instrumentation for process control, or detailed criteria to be met in transporting fissionable materials.

At that time, this edition was applicable to operations with plutonium-uranium oxide (MOX) fuel mixtures outside reactors and was limited to subcritical limits for homogeneous systems. The next major revision, ANSI/ANS-8.12-1987, included the addition of subcritical limits for heterogeneous systems. The standard was subsequently reaffirmed in February 1993. During late 1990s, substantial work was done by the ANS 8.12 Standard Working Group to re-examine the technical data presented in the standard using the latest codes and cross section sets. Calculations performed showed good agreement with the values published in the standard. This effort resulted in the reaffirmation of the standard in March 2002. The standard is currently in a maintenance mode. After 2002, activities included discussions to determine the future direction of the standard and to follow the MOX standard development by the International Standard Organization (ISO). In 2007, the Working Group decided to revise the standard to extend the areas of applicability by providing a wider range of subcritical data. The intent is to cover a wider domain of MOX fuel fabrication and operations. It was also decided to follow the ISO MOX standard specifications (related to MOX density and isotopics) and develop a new set of subcritical limits for homogeneous systems. This has resulted in the submittal (and subsequent approval) of the project initiation notification system form (PINS) in 2007.

Book excerpt: The "VOLGA" conferences, hosted in odd-numbered years by the Department of Theoretical and Experimental Reactor Physics of the Moscow Engineering Physics Institute (MEPhI), are some of the most prestigious technical meetings held in Russia. Traditionally, these conferences present the opportunity for reactor physicists from around the world to gather at MEPhI's holiday camp on the banks of the Volga river (near Tver) to exchange ideas and explore innovative concepts related to nuclear power development. In 1997, NATO became involved in the "VOLGA" meetings for the first time by co-sponsoring "VOLGA97" as an advanced research workshop. This workshop broke with tradition a bit in that the venue was moved from MEPhI's holiday camp to a location nearer Moscow. The workshop program was effectively organized in order to cover a broad range of topics relating to the theme of the meeting. Generally, the papers concerned safety related questions associated with utilizing both weapons-grade and reactor-grade plutonium in the nuclear fuel cycle, including facility requirements, licensing issues, proliferation risks, and a variety of advanced concepts for alternative fuel cycles. The program contained a total of ninety-nine papers presented in five days of sessions.

Book excerpt: This report provides computational results of an extensive study to examine the following: (1) infinite media neutron-multiplication factors; (2) material bucklings; (3) bounding infinite media critical concentrations; (4) bounding finite critical dimensions of water-reflected and homogeneously water-moderated one-dimensional systems (i.e., spheres, cylinders of infinite length, and slabs that are infinite in two dimensions) that were comprised of various proportions and densities of plutonium oxides and uranium oxides, each having various isotopic compositions; and (5) sensitivity coefficients of delta k-eff with respect to critical geometry delta dimensions were determined for each of the three geometries that were studied. The study was undertaken to support the development of a standard that is sponsored by the International Standards Organization (ISO) under Technical Committee 85, Nuclear Energy (TC 85)--Subcommittee 5, Nuclear Fuel Technology (SC 5)--Working Group 8, Standardization of Calculations, Procedures and Practices Related to Criticality Safety (WG 8). The designation and title of the ISO TC 85/SC 5/WG 8 standard working draft is WD 14941, ''Nuclear energy--Fissile materials--Nuclear criticality control and safety of plutonium-uranium oxide fuel mixtures outside of reactors.'' Various ISO member participants performed similar computational studies using their indigenous computational codes to provide comparative results for analysis in the development of the standard.

It describes the history and science behind reprocessing, and gives an overview of the status of reprocessing programmes around the world. It concludes that such programs should be discontinued. While nuclear power is seen by many as the only realistic solution to the carbon emission problem, some national nuclear establishments have been pursuing development and deployment of sodium-cooled plutonium breeder reactors, and plutonium recycling. Its proponents argue that this system would offer significant advantages relative to current light water reactor technology in terms of greater uranium utilization efficiency, and that separating out the long-lived plutonium and other transuranics from spent fuel and fissioning them in fast reactors would greatly reduce the duration of the toxicity of radioactive waste.
