A lot has been written about socio-economic and cultural backgrounds of democratic regimes as well as their institutional settings. By contrast, not much is known about the political manoeuvres and speech acts by which 'democracy' has been tied to particular regions and cultures in concrete historical situations. This book discusses a series of efforts to rhetorically produce a particular Nordic version of democracy. It shows that the rhetorical figure 'Nordic democracy' was a product of the age of totalitarianism and the Cold War. It explores the ways in which 'Nordic democracy' was used, mainly by the social democrats, to provide the welfare politics with cultural and historical legitimacy and foundations. Thus, it also acknowledges the ideological and geopolitical context in which the 'Nordic welfare state' was conceptualised and canonised. The contributors of the book are specialists on Nordic politics and history, who share a particular interest in political rhetoric and conceptual history.

Book excerpt: Parliamentary democracy is the most common regime type in the contemporary political world, but the quality of governance depends on effective parliamentary oversight and strong political parties. Denmark, Finland, Iceland, Norway, and Sweden have traditionally been strongholds of parliamentary democracy. In recent years, however, critics have suggested that new challenges such as weakened popular attachment, the advent of cartel parties, the judicialization of politics, and European integration have threatened the institutions of parliamentary democracy in the Nordic region. This volume examines these claims and their implications. The authors find that the Nordic states have moved away from their previous resemblance to a Westminster model toward a form of parliamentary democracy with more separation-of-powers features—a Madisonian model. These features are evident both in vertical power relations (e.g., relations with the European Union) and horizontal ones (e.g., increasingly independent courts and central banks). Yet these developments are far from uniform and demonstrate that there may be different responses to the political challenges faced by contemporary Western democracies.

These shared characteristics between Finland, Sweden and other Western countries challenge the view that the Nordic countries have been exceptional in resisting neoliberalism. In fact, as this book shows, neoliberalism has been influential to the Nordics since the 1970s. Offering an innovative and conceptual perspective on European political history, this book will appeal to scholars interested in Nordic political history and modern European history more generally.

Starting from a Nordic vantage point, contributors explore the extent to which aspects of politics function similarly or dissimilarly across the two groups of democratic states, acknowledging the differences in models of democracy that occur within each group. Authors explore the possibility that some of the apparently successful institutional features of Nordic politics have somehow influenced politics in the Baltic states, despite the considerable contextual differences between the two groups. The Nordic-Baltic comparison is particularly worthy of study, given the comparative stability of the Nordic democracies and the half century of occupation by a totalitarian dictatorship that the Baltic states endured. The central, guiding questions are: how does political representation work in countries that have a lot in common, but also a few significant contextual dissimilarities; and what, if any, relationships between the respective styles of democracy can be identified? Using a variety of theories, perspectives and methods, the empirical studies that populate the book seek to offer reflections on these questions.

By copying Nordic policies, many in the American left hope to transform America to a similar socialist "utopia." In Debunking Utopia, Swedish author Nima Sanandaji explains why this is all wishful thinking. He systematically proves that the high levels of income equality, high lifespans and other signs of social success in the Nordics all predate the expansion of the welfare state. If anything, the Nordic countries reached their peak during the mid-twentieth century, when they had low taxes and small welfare states. Perhaps most astonishing are his findings that Nordic-Americans consistently outperform their cousins who live across the ocean. People of Nordic descent who live under the American capitalist system not only enjoy higher levels of income, but also a lower level of poverty than the citizens of the Nordic countries themselves.

Book excerpt: Political parties provide continuity at the elite level and among the mass electorate in times when "populist" forces threaten the stability of many western democracies. The parties, however, have experienced turbulent times with declining memberships among the established parties, volatile electorates and the emergence of new parties. This edited collection aims to make an analytical contribution to what "party democracy" means, how to study it and add to our knowledge of who the party members are, what they do and how influential they are in policy-making processes. Clearly, elections provide linkage at regular intervals. Does party membership, even after membership decline, provide a supplementary, representative linkage that supports democracy and stability in "post-cleavage" societies? Nordic party systems have kept central elements of their old "five party systems", with (mostly) large social democratic parties and a variable geometry of the conservative, liberal, agrarian and left socialist forces. They have experienced the electoral rise of new parties and - in particular - the increasing strength of vote-catching, anti-establishment parties; in most countries nurtured by anti-immigration sentiments. In contrast to much recent scholarship, this book investigates the stable element in Nordic mass politics, namely the parties as membership organisations: How many members? Why do they join parties? How much do they participate? Do they experience political influence? The overall question is to what extent the party organizations, which have been heavily "statified" by public subsidies, keep up linkage to civil society through their membership.
