Book excerpt: This monograph explores the emerging challenge of nonstate actors' anti-access and area denial (A2/AD) strategies and their implications for the United States and its allies by looking at two regions, the Middle East and Eastern Europe, with case studies such as Hezbollah in Lebanon, Hamas in the Gaza Strip, the Houthis in Yemen, and separatist groups in Ukraine.The historical monopoly of states over precision-guided munitions has eroded, and this evolution eventually challenges the ability of the most advanced militaries to operate in specific environments. As they gain greater access to advanced military technology, some nonstate actors increasingly lean toward A2/AD strategies. The study underlines three key parameters to assess these emerging nonstate A2/AD strategies: a political shift toward the preservation of status quo vis-à-vis opponents; a focus of military resources dedicated to A2/AD capabilities-primarily missiles and rockets; and the adaptation of military units responsible for the implementation of this new strategy.The development of nonstate A2/AD postures currently remains dependent on the ability of the nonstate actors to attract state sponsorship. Without state sponsorship, these emerging nonstate A2/AD strategies would hardly constitute a major threat. Bearing this precondition in mind, if a scenario of multiple nonstate A2/AD "bubbles" were to unfold, the United States and its allies could face unprecedented challenges, especially in the field of counterterrorism campaigns.

That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. That is what this book is about.

This book examines how strategic A2/AD operations can cut off states from cyberspace through attacks at either the physical or logic layers of cyberspace. The result of strategic cyber A2/AD operations could be catastrophic for modern economies, governments, military forces, and societies, yet there has been surprisingly little study of these threats to states' access to cyberspace. This book examines the implications of strategic cyber A2/AD operations for deterrence strategy and proposes a new view of how exclusion from cyberspace can be used as a coercive tool in diplomacy.

The work conducts a genealogical intellectual history of freedom of the seas discourse in US foreign policy to show how the concept has evolved over time to facilitate American control over the global ocean space. It concludes that the contemporary discourse works to establish the high seas as an arena free from claims of sovereignty so that the United States, as the presumed unrivaled naval power, can intervene globally on behalf of its national interests. However, since sea control strategies depend on a preponderance of material force, as the United States wanes in relative material capability it becomes less able to support political-military strategies predicated on the assumption of global naval dominance. The book provides a timely commentary on the current geopolitical competition between the United States and China, and critiques the US approach toward China in the maritime domain in order to highlight potential avenues of foreign policy action that may enable the two countries to mitigate the risk of conflict.
