Book excerpt: The successful conclusion of the US-EU Agreement on Science and Technology Cooperation offers the prospect of a new chapter in transatlantic cooperation. As with any international agreement in science and technology, the accord's full potential will be realized only if it can encourage mutually beneficial cooperation. With this in mind, responsible officials of the European Union (EU) and the U.S. government contacted the National Research Council's Board on Science, Technology, and Economic Policy (STEP) to discuss how this negotiating success might be publicized and productively exploited. It was agreed that the STEP Board should organize a conference to celebrate the accord, inform the U.S. and European research communities of the agreement, and explore specific opportunities for enhanced cooperation. At the same time, the conference would provide the occasion to review existing and evolving areas of transatlantic cooperation in science and technology from the perception of the United States, the European Commission, and the member states of the European Union.

Science & Technology Policy (S&T) policy is an essential contributor to dealing with these challenges; moreover, international cooperation and collaboration in S&T is vital to tackling these issues, since no single nation or even region is able to respond adequately by itself. Within this context, this book addresses recent developments in transatlantic S&T cooperation between the European Union and the United States. The EU-U.S. relationship dates back to the 1950s, with regular EU-U.S. Summits to assess and develop transatlantic cooperation. In the area of S&T, the EU and U.S. concluded an S&T Cooperation Agreement in 1998, renewed it in 2004, and extended it for another five years in July 2009. The research underlying this study is based on interviews with key stakeholders in the field, with an emphasis on: • potential new opportunities and new mechanisms for increased transatlantic EU – U.S. S&T cooperation under current conditions • examples of coordinated “science diplomacy” efforts • options for the development of effective joint efforts. While the project is focused on European-U.S. relationships, it also addresses issues of international S&T cooperation involving other regions, including Africa and Asia. The author highlights the urgency of S&T cooperation to address global issues, and the evolving roles of government, universities and research centers, and industry, in promoting successful strategies and programs.

Book excerpt: The EU-US axis has for decades been the main axis for science cooperation worldwide, given that the USA and Europe were the two main research powerhouses. However, the situation has been evolving in the last decade with emerging research powers--specifically China--entering the scene and creating a new multipolar context. While the US research system is organised on a thematic basis, European research efforts are fragmented between the EU, national and regional levels. This creates a complex but dense network of interactions between Europe and the USA. The EU has been trying to coordinate better its efforts since 2000 by integrating the international dimension of science into the European Research Area. The cooperation agreement between the EU and the USA, signed in 1998, was renewed in 2014, while the Commission adopted a roadmap for EU-US scientific cooperation. In order to strengthen the EU-US axis in science cooperation, initiatives could be taken regarding: mutual opening of research programmes, development of transatlantic joint programming initiatives, access to and co-funding of research infrastructure, open access to research and data, and the framework for researchers' mobility. Cooperation between the EU and USA has been instrumental in maintaining both regions at the edge of scientific progress. With increasing worldwide competition, the transatlantic link appears a strong asset. However, implementing new initiatives would imply better addressing the fragmentation of the EU research landscape, agreeing on common priorities and removing legal barriers on both sides of the Atlantic. This briefing forms part of a broader research project on the perspectives on transatlantic cooperation in the US election year, requested by the Chair of the European Parliament's delegation for relations with the United States.
