Book Integrating Climate Change in Transportation and Land Use Scenario Planning

Download or read book Integrating Climate Change in Transportation and Land Use Scenario Planning written by Benjamin K. Rasmussen and published by . This book was released on 2014 with total page 81 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Abstract: The Central New Mexico Climate Change Scenario Planning Project, an Interagency Transportation, Land Use, and Climate Change Initiative, utilized a scenario planning process to develop a multiagency transportation- and land use-focused development strategy for the Albuquerque region of New Mexico to achieve a reduction in future greenhouse gas emissions and to prepare for the potential impacts of climate change on the region. The outcomes of this scenario planning process informed and supported the region's long-range transportation planning and other related efforts as well as the planning efforts of local, State, and Federal agencies. Project members collaborated to document steps and offer observations and recommendations that will inform future applications of the project's methodology. This information is presented in this report, and the appendices provide supporting documentation. Lead project sponsor was the Federal Highway Administration, with co-sponsors the Bureau of Land Management, the Fish & Wildlife Service, and the National Park Service."--Technical report documentation page.

Book Central New Mexico Climate Change Scenario Planning Project

Download or read book Central New Mexico Climate Change Scenario Planning Project written by Stephanie Lee and published by . This book was released on 2015 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: "EXECUTIVE SUMMARY: From 2013 to 2015, the U.S. Department of Transportation (US DOT) John A. Volpe National Transportation Systems Center (Volpe Center) and the Federal Highway Administration (FHWA) partnered with the Mid Region Council of Governments (MRCOG) and other agencies in the region to evaluate how the central New Mexico region could develop in a way that minimizes greenhouse gas (GHG) emissions and increases resiliency to climate change, which for this project was measured in terms of development foot print, wildfire risk, flood risk, and impacts to crucial wildlife habitat. MRCOG is the metropolitan planning organization for the central New Mexico region and is charged with regional transportation planning. The climate change scenario planning project coincides with MRCOG's process for updating the region's long range transportation plan, which identifies transportation investments and policies through the year 2040. The long range transportation plan is expected to incorporate strategies identified by the climate change scenario planning project. The project focused on identifying changes to land-use plans and policies and transportation system investments that could help meet these objectives. MRCOG, in consultation with stakeholders within the metropolitan planning area and through a series of public meetings, developed land-use and transportation planning scenarios for the region as well as a list of performance measures to comparatively evaluate each scenario. Facilitated by the Volpe Center, a group of representatives from several federal, state, and local agencies provided input and guidance over the course of the project. With the assistance of the University of New Mexico (UNM) and Ecosystem Management, Inc. (EMI) consultant team (collectively the "project team"), MRCOG evaluated these scenarios using an integrated land-use and travel demand modeling system that allowed MRCOG to evaluate how land-use and transportation strategies could work together. MRCOG and the project team evaluated performance measures including regional mobility, accessibility, GHG emissions, and resiliency to climate change for each scenario using this modeling system. The scenario analysis portion of the project began in March of 2014. The project was divided into three active phases of scenario development and one final phase of reporting the overall outcome of the project. During each scenario development phase, MRCOG developed a set of alterative land-use and transportation strategies MRCOG and the project team evaluated each of the preliminary scenarios for their transportation performance, GHG mitigation potential, and resiliency to climate change and presented the results to stakeholders at two workshops during the summer of 2014."
