Being world’s most populated Region, one-third of the world’s bulk cargo and two-thirds of world’s oil ship tankers passes through the Indian Ocean. China’s interests in the Indian Ocean Region can be traced and backed by early 60’s. Ever since Beijing has been increasingly deepening its presence in the Indian Ocean Region for a variety of reasons, such as, oil, trade and security etc. Over 30 per cent of China’s seaborne trade worth about $ 300 billion transits across Indian Ocean Region. Sharing a quarter of the world’s population, China facing ever increasing demand for energy. China has little choice but to look beyond its borders for its energy requirements. Around 77 percent of its oil imports are sourced from West Asia and Africa and these are transporting through the Indian Ocean via Malacca Strait. Thus, China’s dependency on Indian Ocean Region continues to grow for energy imports from gulf and to import resources from Africa and trade with Europe. With China steadily spreading its footprints in the IOR with increasing military presence and with rapidly growing its navy being equipped with warships, destroyers and nuclear submarines through a strategy, called ‘String of Pearls’ which can encircle India in its convenient time in the near future. So, China has been emerging as biggest threat for India by analyzing its actions in the Indian Ocean Region and along with India-China border from Easter Ladakh to Arunachal Pradesh as stand-off continues since June 2020.

Its defence budget has more than doubled in the past decade, and it imports more arms than anyone else in the world. But India is still seen as a land power focused on long, disputed and militarised borders with Pakistan and China rather than the global military force it was in the first half of the twentieth century under British rule. Is this changing? India is acquiring increasing numbers of key platforms – aircraft carriers, amphibious ships, refuelling tankers and transport aircraft – that are extending its reach to the Indian Ocean littoral and beyond. But most accounts of this build-up have been impressionistic and partial. Indian Power Projection assesses the strength, reach and purposes of India's maturing capabilities. It offers a systematic assessment of India’s ability to conduct long-range airstrikes from land and sea, transport and convey airborne and amphibious forces, and develop the institutional and material enablers that turn platforms into capabilities. It draws extensively on the lessons of modern expeditionary operations, and considers how India’s growing interests might shape where and how it uses these evolving capabilities in the future. This study finds that Indian power projection is in a nascent stage: limited in number, primarily of use against much-weaker adversaries, and deficient in some key supporting capabilities. India’s defence posture will continue to be shaped by local threats, rather than distant interests. Indian leaders remain uncomfortable with talk of military intervention and expeditionary warfare, associating these with colonial and superpower excess. But as the country’s power, interests and capabilities all grow, it is likely that India will once more find itself using military force beyond its land borders.

While analyzing these perceptions, contributors, who are eminent researchers in international relations, have linked the past with present. They have also examined the reasons for positive or negative opinions about the other, and actors involved in constructing such opinions. In 1947, after its independence, India became part of a disturbed South Asia, with countries embroiled in problems like boundary disputes, identity related violence etc. India itself inherited some of those problems, and continues to walk the tight rope managing some of them. Traditionally, seventy years of India’s South Asia policy can roughly be categorized into three overlapping phases. The first one, Nehruvian phase, which viewed the region through a prism of an internationalist; the second one, ‘interventionist’ phase, tried to shape neighbours’ policies to suit India’s interests; and the third, accommodative phase, when policy makers attempted to accommodate the demands of the neighbours in India’s policy discourses. These are not ossified categories so one can find that policy adopted during one phase was also used in the other. Keeping the above in mind, the book discusses India’s role in managing and navigating through challenges of the presence of external, regional and international, powers; power rivalries in South Asia; India’s maritime policy and her relationship with extended neighbours; and India being visualized as a soft power by South Asian countries.
