Book excerpt: Over the past several years, Nepal has pursued a prudent fiscal policy, which has resulted in a significant reduction of public debt as a percentage of GDP. This paper reexamines the fiscal stance in Nepal in light of recent developments. The optimal level of the fiscal deficit is constrained by the need to achieve and sustain a debt-to-GDP ratio with an acceptable level of vulnerability to distress. The debt sustainability analyses (DSA) framework focuses on the net present value (NPV) of external public and publicly guaranteed debt, though public debt is also analyzed.

Book excerpt: Nepal has banks and financial institutions which are regulated by Nepal Rastra Bank under Nepal Rastra Bank Act, 2058 BS and Banks and Financial Institutions Act, 2073 BS. There are four categories of banks and financial institutions in Nepal which are Class 'A', Class 'B', Class 'C' and Class 'D' institutions. Class 'A' refers to commercial banks, Class 'B' refers to Development Banks, Class 'C' refers to Finance Companies and Class 'D' refers to Micro Finance Companies. Deposit Insurance and Credit Guarantee Corporation undertakes credit guarantee for loans provided to priority sector by commercial banks under Deposit and Credit Guarantee Funds Act, 2073. Currently there is compulsory provision to make deposit guarantee of 3 Lakh of each customer account. Nepal has also non banking institutions. Citizen Investment Trust encourages people to save and mobilize savings for productive activities and Employees Provident Fund work as an employee trust to render post-retirement benefits to its clients. Citizen Investment Trust Act, 2047 and Employees Provident Fund Act, 2019 are governing laws. Insurance Business is playing important contribution in Nepalese financial system. Insurance Board is the regulators of insurance companies, which are established under Insurance Act, 2049. Moreover, Securities business is also growing in Nepal. Primary, Secondary and Over the Counter market are used for transaction of securities in Nepal which are operated under Securities Act, 2063. The liberalization policy adopted by the Government of Nepal in 1980's have created supportive and conducive legal regime for banking sector. Consequently, joint venture banks have been established with foreign investment. Currently Nepal has accepted three pillar economies which are private, public and cooperative sectors. So, it is following mixed economy to run the country which is applicable even in banking business as well.

Book excerpt: Although financial institutions have proliferated, the Nepalese people have not yet reaped the potential gains of the government's efforts to liberalize and reform the financial sector. There are four main reasons for this: excessive government involvement in the sector, a weak central bank, a poor banking environment, and a lack of adequate banking services for the poor. The financial sector also faces other issues that impede its development such as a poorly functioning credit bureau, risky finance companies, a ceiling on foreign ownership, limited financial services, poor accounting standards, and limited use of information technology. In November 2000 the government issued a paper outlining its proposed financial sector reform program for the medium term, one which touches on all the major issues and provides sufficient basis for undertaking far-reaching reforms. While the government has committed to withdrawing from the sector as owner and operator, this study makes recommendations for making the government's strategy fully implementable. Recommendations center on five important principles: Withdrawing the government from ownership of financial institutions. Significantly strengthening the central bank to make it a fully professional institution. Restructuring the Asian Development Bank of Nepal and closing the Nepal Industrial Development Corporation. And creating an appropriate environment for establishing a sound financial sector.

The paper shows that the considerable co-movement in headline inflation rates between India and Nepal is driven almost exclusively by food-inflation co-movement. By contrast, the role for inflation spillovers emanating from India in driving non-food inflation in Nepal appears limited. The implication is that Nepal should rely on domestic monetary policy rather than stable inflation in India to achieve stable domestic inflation. The main takeaway from the results is that food inflation co-movement between India and other countries is higher in cases where the co-movement in rainfall deviations from seasonal norms is highest. Since core inflation co-movement is weak, idiosyncratic domestic factors such as economic slack, exchange-rate movements, and differing degrees of passthrough from food- and energy-price shocks play an important role. This finding is critically important for monetary policy, especially since domestic policy is primarily effective only in controlling core inflation. Thus, domestic monetary policy needs to be calibrated to domestic inflationary pressures—Nepal cannot necessarily rely on stable inflation in India to achieve stable domestic inflation.
