Using the emerging powers of India and South Africa as the case studies, it explores how regional powers simultaneously differ and share common features. The book develops a method to classify and evaluate different types of regional powers and applies this typology to contemporary case studies of India and South Africa. Regional power is often expected to have a positive influence on region-specific problems of conflict, economic deprivation and political instability. Often, the challenges of post-conflict reconstruction revolve around the timing and sequencing of different reform that may have contradictory implications. Drawing on a range of thematic studies and empirical cases, this book examines how post-conflict reconstruction policies can be better sequenced in order to promote sustainable peace. The book provides evidence that many reforms that are often thought to be imperative in post-conflict societies may be better considered as long-term objectives, and that the immediate imperative for such societies should be 'people-centred' policies.

In early 1990, a mass upsurge Jana Andolan paved way for multi party of governance in Nepal. The opening up of the polity increased the awareness of inequality which helped Maoist insurgency to grow dramatically. However, in November 2005, a Comprehensive Peace Agreement was reached between the Communist Party of Nepal (CPN-UML) and other main stream political parties. Monarchy was abolished. Election to the Constituent Assembly was held and a coalition government was been put in place. Inadequate steps to address the ethnic, economic and political aspirations of multi- ethnic groups have caused further unrest and created conditions for newer conflicts. Nepal shares border with India particularly with Bihar and Uttar Pradesh, there is free movement across the borders. This facilitates movement of mafia groups, drug trafficking and political activities. Control of cross border activities remains difficult and led to serious cross border implications.

Book excerpt: Much has been written about reintegration of ex-combatants in a traditional or conventional disarmament, demobilisation and reintegration (DDR) programme. This volume examines reintegration of ex-combatants in a un-conventional DDR in which a cash-based scheme replaced a reintegration programme. It uncovers the dilemmas surrounding the un-conventional DDR programme in Nepal, situating the phenomena in the divisive politics of war to peace transition. Drawing on the narratives and perceptions of ex-combatants and their families, the volume provides a compelling analysis of why some ex-combatants reintegrate socially and economically better than others at the end of a war. Analysing the consequences and effects of reintegration of Maoist ex-combatants in the post-conflict peace and security, the volume argues that cash-based schemed in DDR programme can pacify ex-combatants and de-politicise a DDR programme but cash alone can not reintegrate ex-combatants.
