Book excerpt: More than 40 years ago, recognizing that higher education would have to take responsibility for educating Americans about other world cultures and societies, Congress passed the National Defense Education Act (later known as the Higher Education Act). Title VI of this act has provided extensive support for foreign languages and area studies development in the nation's universities and colleges. As a result, millions of Americans have been able to acquire knowledge about other parts of the world. Today, there are new issues, demands, and perspectives. Americans are more likely than ever to encounter different cultures, business practices, histories, ideologies, and ways of life. In addition, the United States is increasingly called upon to intervene or mediate in regional and local crises far beyond its borders. U.S. educational institutions must continue to help citizens to have informed opinions about complex international problems. Changing Perspectives on International Education is designed to be used by administrators and planners in U.S. education. It covers the field of international studies as it has developed in the United States, from its beginnings and accomplishments under Title VI to the current paradigmatic shifts taking place in research, teaching, and outreach. A major section is devoted to internationalizing the curriculum of K-12 schools. It concludes with a look at future trends and how they may affect international scholarship and training in the new century. It also provides an extensive bibliography of international resources.

Book excerpt: The overall objective of Phase II was to conduct the national survey to assess the needs of foreign students from developing nations at U.S. colleges and universities and to compare importance and satisfaction of their needs by sponsorship categories (i.e. AID-sponsored vs. others) and other characteristics of students. A multi-stage cluster sample with probability proportionate to size was used to select schools and students in the nation, based on the sampling procedure determined in Phase I. Copies of the questionnaire developed in Phase I were mailed to students chosen in thirty universities. Nearly 1900 students responded to the questionnaire. In every category of needs, need were not satisfied to the level of students' expectations, even through most of the needs were satisfied to a certain degree rather than unsatisfied. Needs for practical experience (work experience and opportunities to apply knowledge), and anticipated post-return needs were among the least satisfied to the students' expectations and the most problematic ones for educational institutions to accommodate. Financial needs and pre-return informational needs were also least met to the students' expectations, however meeting these needs was less problematic.

It is noted that U.S. university participation in AID development assistance ventures has declined since passage of the Title XII program of the Foreign Assistance Act in 1975. New opportunities for U.S. university involvement in foreign development assistance, however, are arising from new initiatives in AID, and in other development assistance organizations. In addition, AID is focusing on its affiliations with development assistance organizations, including U.S. universities, to encourage multi-institutional collaborative relationships. The report covers the following topics: how AID has utilized university resources; recent trends in AID/university collaboration; trends in AID policies, programs, and funding; perceived conflicts in the AID/university relationship, both historical and recurrent; and opportunities for U.S. university participation in development assistance. Also discussed are new directions for university participation in development assistance.
