Book excerpt: Since its emergence in 1998, the concept of Network Centric Warfare (NCW) has become a central driver behind America’s military ‘transformation’ and seems to offer the possibility of true integration between multinational military formations. Even though NCW, or variations on its themes, has been adopted by most armed services, it is a concept in operational and doctrinal development. It is shaping not only how militaries operate, but, just as importantly, what they are operating with, and potentially altering the strategic landscape. This paper examines how the current military dominance of the US over every other state means that only it has the capacity to sustain military activity on a global scale and that other states participating in US-led coalitions must be prepared to work in an ‘interoperable’ fashion. It explores the application of computer networks to military operations in conjunction with the need to secure a network’s information and to assure that it accurately represents situational reality. Drawing on an examination of how networks affected naval operations in the Persian Gulf during 2002 and 2003 as conducted by America’s Australian and Canadian coalition partners, the paper warns that in seeking allies with the requisite technological capabilities, but also those that it can trust with its information resources, the US may be heading towards a very secure digital trap.

Book The Dynamics of Coalition Naval Warfare

Download or read book The Dynamics of Coalition Naval Warfare written by Steven Paget and published by Routledge. This book was released on 2017-09-22 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the dynamics of coalition naval operations. Since the end of the Second World War, few nations possess the capacity for large scale, sustained and independent naval operations; and even those that do, such as the USA, often find it economically, militarily and politically expedient to act multilaterally. As such, coalition naval operations increasingly became the norm throughout the twentieth-century, and there is little sign of this abating in the twenty-first. Multinational operations provide a number of benefits, but they also present a number of challenges. Examining the dynamics of coalition operations involving the Royal Navy (RN), Royal Australian Navy (RAN) and the United States Navy (USN) during the Korean War, Vietnam War and the Iraq War, this book provides a broad overview of naval interoperability between the three navies. Using the naval gunfire support (NGS) capability as a lens through which to analyse operations, the study explores a diverse range of issues, including: command and control, communications, equipment standardisation, intelligence, logistics, planning, rules of engagement, tactics, techniques and procedures and training. Approaching the subject through both historical and contemporary perspectives not only provides a unique assessment of the variation in the effectiveness of interoperability over time, but also offers a platform for better understanding and enhancing the performance of future coalition naval operations. Based on extensive archival research in Australia, the UK and the US, as well as wide-ranging interviews, this book sheds new light on the dynamics of conducting coalition operations. This book will be of great interest to students of naval history, strategic studies, sea power, maritime security, military studies, and IR in general.

It begins with the observation that the International Relations and strategic studies literatures are surprisingly under-developed on the issue of coalition warfare, in particular when it comes to exploring the relations between the coalition leader and the junior partners. This thesis challenges the conventional wisdom about coalition-building in the post-Cold War era. It argues that there are two distinct, albeit mutually reinforcing, causal paths to utility: the first is the standing of a state participating to the intervention, the second is the combination of integration and quality of its armed forces. In order establish this result, the thesis adopts a mixed-method approach, combining a crisp-set Qualitative Comparative Analysis (csQCA) conducted on 204 cases with detailed case studies of twelve states participating in four multinational military interventions after the Cold War. This core finding has two major consequences. First, in coalition warfare, the more is not necessarily the merrier. There is no linear relation between a junior partner's, participation to an intervention, and an increase of the legitimacy and/or military effectiveness of the said intervention. For the utility of a junior partner to be established, the conditions of standing and/or the combination of integration and quality must be met. Second, it is very rare to have a clear trade-off between military and political utility. In most cases, the two causal mechanisms leading to utility are simultaneous. These findings have important consequences for both research on alliances and policy-making.

Available in PDF, EPUB and Kindle. Book excerpt: It is unquestionable that the warfare of various post-Cold War 'coalitions-of-the-willing' has drawn much attention over recent years. However, we may also notice that associations of nations fighting, or preparing to fight, for common causes are no novelty. Multi-national co-operation in fields as costly and as fateful as war depends on considerations and caveats concerning political purpose, risks, mutual trust, national wealth and pride, compatibility of military forces and a glut of inta ...

Book Strategic Planning for Coalition Warfare

Download or read book Strategic Planning for Coalition Warfare written by Maurice Matloff and published by Createspace Independent Publishing Platform. This book was released on 2015-07-08 with total page 480 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is a study of the evolution of American strategy before and during the first year of American participation in World War II. It is the story of planning by the War Department during that early and significant period in which the foundations of the strategy for the conduct of the war were established. The authors not only present the problems of the Chief of Staff of the U. S. Army and of his principal plans and operations officers, but also emphasize joint and combined problems-the reconciliation of the Army views on strategy with those of the Navy and the integration of American and British views and their adjustment to the military policies of other associated powers, notably the Soviet Union. It may seem to the reader that controversy and differences of opinion are stressed and that agreement and co-operative endeavor are slighted. Since planners are occupied with unsettled problems, their work necessarily involves differences of opinion. It is only when all sides of an issue are forcefully presented and the various solutions thereof closely scrutinized that the final plan has any validity. The reader must bear in mind that the differences related herein are those among comrades in arms who in the end always made the adjustments required of the members of a team engaged in a common enterprise. The execution of strategic decisions-the end result of debates, negotiations, and compromises set forth in the book-is narrated in the combat volumes of this series. Mr. Maurice Matloff and Mr. Edwin M. Snell collaborated in writing this volume. Mr. Snell was formerly an instructor in English at Harvard University and Mr. Matloff an instructor in History at Brooklyn College. Mr. Snell served in the Army and Mr. Matloff in the Army Air Forces during World War II. Both joined the Operations Division historical project of the War Department General Staff in 1946. Mr. Matloff is now the Chief, Strategic Plans Section, Office of the Chief of Military History, Department of the Army.

Book excerpt: This volume deals with strategic planning in the midwar era from January 1943 through the summer of 1944. This is the story of the hopes, fears, struggles, frustrations, and triumphs of the Army strategic planners coming to grips with the problems of the offensive phase of coalition warfare. Basic to this story is the account of planning by General George C. Marshall and his advisers in the great debate on European strategy which followed the Allied landings in North Africa and continued to the penetration of the German frontier in September 1944. During this period the great international conferences from Casablanca in January 1943 to the second Quebec in September 1944 were held and the Allies formulated the grand strategy of military victory. The volume follows the plans, issues, and decisions to the end of the summer of 1944, when the problems of winning the war began to come up against the challenges of victory and peace, and a new era was beginning for the Army Chief of Staff and his advisers. Military soldiers, veterans, especially World War II veterans adn their families, and students studying World War II may enjoy reading this primary source document that accounts the leadership and strategy during World War Two years 1943-1944.
