During the Cold War, the Soviet Union invested heavily in its air defense systems. As a result, Russia now possesses the most advanced air and ballistic missile defense systems in the world. Russian air defense systems are also highly proliferated and are currently in use by many countries. Since the end of the Cold War and the breakup of the USSR, it has become increasingly possible to study Russian air defense, but Russia is by no means an open book on defense-related subjects. Some information circulates in the media, but for the time being, air defense systems are still subject to a degree of speculation. Air and ballistic missile defense programs in the Soviet Union and Russia have a very long history. Soviet engineers started working on both programs in the 1950s, and by 1960 they had built the first successful systems able to intercept enemy aircraft and intermediate-range ballistic missiles. Current Russian air defense doctrine follows a layered multi-level approach providing in depth coverage from any aerial or ballistic missile attack. This layered system allows Russian air defense forces to create zones that can be very difficult to penetrate. The highest level of these defensive networks uses long-range systems providing air defense umbrellas potentially up to 500+ km. The second level includes medium-range systems like the S-350 and Buk variants (infamous for downing Malaysian Airline’s flight MH17 over the Ukraine in 2014). This medium-range level is intended to provide air defense zones which are also covered under the long-range systems but are more cost-effective in this envelope. The third level presents mobile short-range systems which are intended to provide extra protection for the long-range systems as well as stationary objects. These systems, along with highly mobile systems like the Buk are often also attached to ground forces formations such as armored and mechanized divisions and brigades. What are the abilities of these systems against NATO? President Putin emphasized the need to strengthen the country’s air defenses amid NATO’s military activities near Russia’s borders. One of the key new concept developments is counter-stealth detection and interception. The other is to counter future hypersonic missile threats. It is, as the author reveals, Russia that is leading the way in these races.

Book excerpt: The Medium Extended Air Defense System (MEADS) is the only theater missile defense system being developed within NATO to defend forward-deployed maneuver forces and NATO territory from theater ballistic missile attack. To gain the extra funding needed to keep this expensive TMD system alive, and to improve its reputation for reliability in Alliance weapon programs, the United States convinced NATO Europe that MEADS would be the model for triggering a "renaissance in armaments cooperation." To NATO Europe, however, MEADS became a litmus test of America's credibility as a future armaments partner. MEADs' european partners threatened to end armaments cooperation and pursue a policy of European self-sufficiency, which might undermine NATO's cohesion, if MEADS should fail because of U.S. political and bureaucratic interests. This thesis examines U.S. and European decision-making concerning whether MEADS becomes the model for future trans-Atlantic armaments cooperation or the impetus for fragmenting NATO cohesion. It concludes that the West's common strategic interest in maintaining stability on the European continent and in countering the increasing menace from the proliferation of WMD and ballistic missiles will prevent a failed MEADS from threatening the near-term viability of the fifty year old trans-Atlantic alliance.

Different mixes of ground-based and airborne air defenses explored in this paper could lead either to savings of $2.6 billion between fiscal years 1979 and 1983 or to added costs of $2.0 billion over the same five-year period, when compared to the costs of maintaining current policy. Savings would follow if improvements were restricted to enhancing the air defenses of U.S. forces, increased costs would result from an effort to enhance the allies' air defenses as welt. The primary justification for air defense forces, and for U.S. conventional ground and air forces in general, is the defense of NATO's Central Region (that is, West Germany) against a possible attack by the Warsaw Pact. Thus, improvements in these forces are made on the presumption that they will strengthen NATO's defenses against the Warsaw Pact. Regardless of the improvements that are made in U.S. forces, however, the overall strength of NATO's defenses will depend to a large extent upon the Western European allies. England, Belgium, Holland, and West Germany provide about three-fourths of NATO's ground and air forces in Central Europe. The ground units from these countries are stationed in, and responsible for defending, northern Germany-the area of the Central Region with the most favorable terrain for a Warsaw Pact attack. Yet, the allies defenses in northern Germany are weaker, in terms of logistical and firepower capabilities, than those of the U.S. and German sectors to the south. This endangers the defense of Western Europe, since a successful attack in the north could outflank U.S. and German forces in southern Germany and collapse NATO's defenses before major reinforcements could arrive.
