Book excerpt: This book is the first attempt to bridge the current divide between studies addressing "economic nationalism" as a deliberate ideology and movement of economic 'nation-building', and the literature concerned with more diffuse expressions of economic "nationness"—from national economic symbols and memories, to the "banal" world of product communication. The editors seeks to highlight the importance of economic issues for the study of nations and nationalism, and its findings point to the need to give economic phenomena a more prominent place in the field of nationalism studies. The authors of the essays come from disciplines as diverse as economic and cultural history, political science, business studies, as well as sociology and anthropology. Their chapters address the nationalism-economy nexus in a variety of realms, including trade, foreign investment, and national control over resources, as well as consumption, migration, and welfare state policies. Some of the case studies have a historical focus on nation-building in the nineteenth and early twentieth centuries, while others are concerned with contemporary developments. Several contributions provide in-depth analyses of single cases while others employ a comparative method. The geographical focus of the contributions vary widely, although, on balance, the majority of our authors deal with European countries.

Taking her title from Max Weber's famous study on the same subject, Liah Greenfeld focuses on the problem of motivation behind the epochal change in behavior, which from the sixteenth century on has reoriented one economy after another from subsistence to profit, transforming the nature of economic activity. A detailed analysis of the development of economic consciousness in England, the Netherlands, France, Germany, Japan, and the United States allows her to argue that the motivation, or spirit, behind the modern, growth-oriented economy was not the liberation of the rational economic actor, but rather nationalism. Nowhere has economic activity been further removed from the rational calculation of costs than in the United States, where the economy has come to be perceived as the end-all of political life and the determinant of all social progress. But it turns Americans into workaholics, unsure of the purpose of their pursuits, and leads American statesmen to exaggerate the weight of economic concerns in foreign policy, often to the detriment of American political influence and the confusion of the rest of the world.

Building on the insight that nationalisms and national identities endow economic policy with social purpose, Rawi Abdelal proposes a novel theoretical framework, a distinctively Nationalist perspective on international political economy, to answer this question. Using this framework, and drawing on field research in Lithuania, Ukraine, and Belarus, he provides an in-depth look at the link between national identity and the economic policies of the new states formed by the breakup of the Soviet Union.All these states, from the Baltic coast to central Asia, were economically dependent on Russia during the 1990s. However, they reacted very differently to that dependence, and their reactions can be traced, Abdelal contends, to their individual societies. Some, such as Belarus, found dependence inevitable and sought economic reintegration with Russia. Others, like Lithuania, interpreted dependence as a large-scale security threat and reoriented their economies away from Russia. A third group, typified by Ukraine, demonstrated no coherent economic policy at all regarding dependence.Abdelal distinguishes the Nationalist tradition in international political economy from the Realist tradition, and shows that economic nationalism is different than mercantilism. He demonstrates the ways that national identity affects economic policy and explains why some governments seek economic autonomy while others prefer regional reintegration. He then applies his approach to other cases of economic reorganization after the end of empire—eastern Europe in the 1920s after the Habsburgs, 1950s Indonesia, and French West Africa in the 1960s.

Responding to Adam Smith's free market apologetics, in The National System of Political Economy List provides a theoretical basis for state intervention in the economy. But he does much more than this-as part of a wider trend in European thought, List affirms the primacy of history in developing our worldview. The National System of Political Economy does not begin with theory, but with history. In so doing, List shows that England's rise as a commercial power was not facilitated by free markets but by protectionism, drawing his theory from historical fact rather than the other way around. List's avowed liberalism is overshadowed by his illiberal priors, and so the economic history of the 20th century was one of Listian principles being put to use by illiberal regimes such as Russia, China, and Germany. His thought also governed the economic policy of another developmental state for over a century-America. Smith and Marx formed the basis of 20th century economic theory. But Friedrich List stands as a colossus astride the 20th century, forming the basis of economic practice for all major powers until mid-century. In his introduction to this edition, Francis O'Beirne shows that the great economic clash has never been between capitalism and socialism, but between capitalism and nationalism, with Marxism a revolutionary force, but an economic irrelevancy.
