Book excerpt: This book analyzes the ‘Five Eyes’ nations’ concerns and policies relating to national security threats through an interdisciplinary theoretical engagement with the Political, Information, Security and Economic (PISE) Model. Through the analysis of secondary data sources such as scholarly and government reports, policy documents, press releases and interviews, the author analyzes the five case studies—Australia, Canada, New Zealand, UK, and the USA—to determine how and why nations use the PISE variables to shape favorable homeland security outcomes, to determine what the points of homeland intersectoral collaboration are among the ‘Five Eyes’ nations. In so doing, Weaver determines that although the ‘Five Eyes’ countries have concerns about homeland security and each, individually, identifies threats and hazards, they do also employ collaborative measures to build resilience and increase efforts to prepare for anticipated security breaches.

Book excerpt: On a surface level, security communities and other international organizations, non-governmental or otherwise, maintain the equal effort on behalf of all member states to reach the common goal of international peace and security. To further the security agenda, practices are put into place between the states and at the order of states that result in the gathering and subsequent distribution of intelligence. Due to the secret nature of the job, there is limited transparency between security communities and the general civilian population. Keeping in mind the natural limitations of research and resources, this study aims to understand the internal practices of security communities. Focusing specifically on the two security communities, NATO and the Five Eyes Alliance, through the lens of Vincent Pouliot and other scholars, I argue that there is a [secret] internal pecking order in play that determines the general actions of the aforementioned organizations and how intelligence is a bargaining tool used to influence the internal power dynamics between the member states.

The post 9/11 world raises the specter of violent non-state actors able to inflict mass casualties even on the most powerful country in the world. Hurricane Katrina reminded us of the violence of nature that can also have a devastating impact on the nation. This project considered whether some national security concepts can help orient homeland security thinking to promote preparedness. The objective is to enhance the security of our society by being prepared to address a range of challenges. The project explored the applicability of "5Ds": deterrence, denial, dissuasion, defense and diplomacy. The goal was not to slavishly apply traditional concepts, but to seek a nugget of insight from each to help forge new, effective ways to support preparedness. In the immediate aftermath of 9/11 policymakers' attention focused on securing the homeland; however, we suggest that shaping the international environment can enhance or detract from homeland security. International security concepts may provide ways to influence the international environment that makes preparedness more effective at home.

Contrary to conventional wisdom, this book argues, it was not the 9/11 attacks that transformed the international security environment. Instead, it was "Somali Syndrome," an aversion to intervening in failed states that began in the wake of the1993 U.S./UN action in Somalia. The botched raid precipitated America's strategic retreat from its post-Cold War experiment at partnership with the UN in nation-building and peace enforcement and engendered U.S. paralysis in the face of genocide in Rwanda, Bosnia, and Darfur. The ensuing international security vacuum emboldened al-Qaeda to emerge and attack America and inaugurated our present era of intrastate conflict, mass killings, forced relocations, and international terrorism. As this even-handed treatment shows, the Somali crisis can be connected to seven key features of the emerging post-Cold War world security order. These include the fact that failed states are now the main source of world instability and that new wars are driven by racial, ethnic, and religious identity issues.
