Book excerpt: The Ware Industries Man (Upper) Dam consists of a main spillway 115 ft. long and approximately 34 ft. high, a spillway extension 50 ft. long and 4 ft. high, a concrete emergency spillway, a gate house with control works to a canal, and a 115 ft. long overflow weir from the canal. Based on a visual examination of the structure, the project is in good to fair condition. There was no evidence of structural failure or other conditions which would warrant urgent remedial action. The PMF outflow of 109,200 cfs would overtop the dam by 11.25 ft. With the water level at the top of dam, the spillway system can pass 7980 cfs which is 7.3 percent of the test flood.

It is recommended that the areas of erosion both on the upstream and downstream faces where the abutments and embankment interface be repaired. Surface water in these areas should be redirected to prevent future erosion. The riprap on the upstream face should be extended to the dam's crest. The water exiting from the toe and core wall drains should be directed to a control channel and weir where the flow can be periodically measured. The 20-in capped pipe running beneath the dam to the downstream toe should be uncapped and extended to the lower reservoir. This will prevent the potential of a pressurized pipe (should the outlet gate be left open) from bursting and undermining the dam. Although the spillway can not discharge the test flood without overtopping the dam, the spillway capacity is comparatively large. Because of the hydrologic and safety relationships between this dam and the lower reservoir, it is necessary that future hydrologic studies concerning spillway capacities at either project should simultaneously encompass studies for both projects.

Holyoke College Upper Dam is a 160-foot long stone masonry-concrete dam built in 1900 and used primarily for recreation. The dam has a maximum height of 19.6 feet and consists of a main spillway, two side channel spillways and an outlet. The outlet works are located on the left abutment of the dam. There is also an inoperable mud gate on the face of the dam. There are deficiencies which must be corrected to assure the continued performance of this dam. This conclusion is based on the visual inspection of the site and a review of the available data. Generally the dam is in fair condition. The following deficiencies were observed at the site: seepage at the toe of the dam near the low level outlet; erosion from foot traffic at the left abutment; and a growth of brush and trees in the spillway side channel. The test flood would overtop the dam by 1.4 feet. Hydraulic analyses indicate that the spillways without stoplogs can discharge 2,550 cfs, or 58 percent of the test flood outflow before the dam is overtopped. With stoplogs, the spillways can discharge 2,000 cfs or 45 percent of the test flood outflow before the dam is overtopped.

Book excerpt: Powder Mill Pond Dam is located on the Ware River approximately one mile upstream of South Barre, Massachusetts. The dam, reconstructed in 1908 to generate electric power for the Barre Wool Combing Company, consists of an upgated concrete spillway approximately 125 ft. long and 20 ft. high, a short emergency spillway and an outlet canal with two inoperative timber gates. The dam was extensively modified during the 1930's. Based on a visual examination of the structure, the facility is in fair to poor condition. Nevertheless, there was no evidence of structural failure or other conditions which would warrant urgent remedial treatment. Based on size and hazard classifications in accordance with Corps of Engineers guidelines, the test flood for this dam is the Probable Maximum Flood (PMF). The PMF outflow of 48,160 cfs would overtop the dam by 5.15 ft. With the water level at top of dam, the main and emergency spillways can pass 17,940 cfs which is 37 percent of the test flood.

The dam is in fair condition. There are no obvious signs of failure or conditions which would warrant urgent remedial treatment. Hydraulic analyses indicate that the spillway cannot pass either one-half the probable maximum flood or the 100-year flood and the spillway is considered inadequate. Recommendations for remedial work include earthwork to restore embankment grades, structural repair of the control gate to the outlet conduit and reconstruction of certain retaining walls. Work should be designed and constructed as soon as practical under the supervision of a registered professional engineer.

Book excerpt: West Parish Filter No. 3 Dam is an earthen embankment structure 37.5 feet high and 800 feet long. A side-channel spillway is located at the right abutment. It has a concrete overflow section which is 23.4 feet long. Outlet piping passes beneath the embankment and connects directly to the water treatment plant which serves the City of Springfield, Mass. The dam is situated on a very small (0.07 sq. mi) drainage area, and serves as offstream storage and as a sedimentation basin for water which is piped from other dams. Based on the visual inspection, the dam is judged to be in fair condition. The following deficiencies were observed at the dam: a soft, wet area near the downstream toe; a row of evergreen trees along the downstream toe with some roots penetrating the embankment; rodent holes on the downstream slope; wheel tracks on the crest of the dam; misaligned riprap and loose rock and trees overhanging the spillway; low areas on the top of the dam; and no means of controlling flow at the upstream end of the outlet conduit. The spillway capacity is about 335 percent of the routed test flood outflow of 142 cfs. During the test flood, the freeboard would be 1.9 feet.

Book excerpt: Forest Park Upper Dam is an earthen embankment approximately 450 feet long and 23 feet high, the 40 foot wide crest carries a park roadway. A semicircular drop inlet spillway located near the center of the dam's upstream face discharges into a culvert beneath the embankment. The gated reservoir drain is incorporated in the spillway weir. The presence of numerous trees and eroded areas on the embankment resulted in the dam being considered only in fair condition. The spillway was determined to be adequate to pass the routed test flood outflow of 1475 cfs with approximately 5.1 feet of freeboard remaining for the dam. The maximum spillway capacity with a flood stage at the top of the dam is 2160 cfs. An investigation is recommended to determine appropriate modifications and repairs for the protection of embankment slopes. Remedial measures to be taken by the Owner include the temporary repair of eroded areas, the cleaning and repair of catch basins and drains and the repair of the spillway and outlet culvert.

Book excerpt: This dam generally consists of a 190 foot masonry spillway, an earthfill embankment and 2 outlet pipes. The dam was designed in 1955 by Stone and Webster Engineering Corporation to replace an earlier dam, which was damaged by the flood of that year. Construction which utilized portions of the original structure was completed in 1957. The visual inspection showed the dam to be in good condition. However, water passing over the spillway limited the inspection of the spillway. The spillway is capable of passing 96% of the test flood outflow. The top of the embankment, elevation 175, would be overtopped by about 1 foot. However, failure under this condition would only cause insignificant damage as the downstream flooding would have already occurred. The dam is generally in good condition. However, it is recommended that the owner repair the drawdown outlet, and operate it at least once yearly to insure continued adequacy. After this outlet is repaired, or during a period of low flow, the owner should engage a qualified engineer to inspect the spillway without water flowing over it. Also the erosion of a retaining wall downstream of the spillway on the right abutment side should be repaired.

Within the river channel there is a rock-filled, timber crib spillway structure 238 feet long. This overflow structure has a topwidth of 5 feet, and it has 2.9-foot high flashboards on its crest. The height of the dam, measured at the abutments of the spillway overflow section, is 24 feet. Based on visual inspection, the dam is judged to be in poor condition. The major concerns with respect to the integrity of the dam are deterioration of the wood crib abutment structure at the right end of the overflow section; trees growing in the wood crib abutment structure, on the upstream and downstream sides of the right abutment and on the dike; hazards resulting from the existing breach in the dike; lack of adequate erosion protection on the bank of the downstream channel near the left abutment; trees growing on the strip of ground between the dry stone masonry wall, on the left side of the downstream channel, and the right side of the concrete-lined flume on the left side of the valley; and lack of a low-level outlet for the dam. The spillway capacities are, respectively, about 22 percent and 38 percent of the routed test flood outflows. The depths of overtopping of the dam and dike that would occur during the test flood are 4.2 feet with the flashboards in place, and 3.5 feet with the flashboards removed.

Book excerpt: The dam is generally comprised of a 401-foot long, 10 to 28 foot high main spillway, a head gate building, an overflow canal spillway and a canal leading to two 8 foot diameter penstocks used in electrical power generation. There are two inoperable gates located in the main dam. The dam is normally operated with two feet of flashboards above the spillway crest. The visual inspection did not disclose any findings that indicate an immediate unsafe condition. The 1 /2 PMF test flood used will produce an inflow/outflow of 70,830 cfs. The dam is a run-of-the-river type and the spillway crest would be overtopped by about 14 feet. The spillway has a capacity of 29,500 cfs (42 percent of 1/2 PMF outlfow) at elevation 166.6, top of non-overflow section. The non-overflow section is overtopped by about six feet. This flow would not overtop the upstream training walls which are at elevation 174.0. The overall condition of the dam is considered fair due to the lack of adequate draw down capacity. Remedial measures consist of removing vegetation from the downstream face of the dam, further observation of seepage at the right abutment, repair the wooden crest cover, and develop a formal warning system to warn downstream areas in case of an emergency.

Book excerpt: Northfield School Upper Reservoir Dam is a 45-year old earth embankment dam which impounds water for the Northfield - Mt. Hermon School and the Town of East Northfield. The dam is approximately 240 feet long and has a maximum height of about 37 feet. A gatehouse located on the top of the dam provides access to outlet works for the dam. The dam appears to be in fair condition. No obvious signs of settlement or misalignment are evident; however, clear seepage and erosion are apparent at each of the abutments and at the toe of the dam. Lack of a comprehensive operation and maintenance program is also apparent, as evidenced by the presence of small trees and brush on the dam and large trees in close proximity to the dam. In addition, only one of the outlet valves was found to be operable. (Since the date of inspection, the Owner has notified us that all of the valves have been made operable.) The test flood peak inflow to Northfield School Upper Reservoir Dam was computed to be approximately 550 cfs. The corresponding outflow was also 550 cfs and resulted in a 0.5 foot depth of flow over the dam. The spillway (with the flashboards in place) has a discharge capacity of about 180 cfs, or roughly 33 percent of the routed test flood outflow, assuming the reservoir pool is at the top of the dam. Assuming the flashboards are removed or fail prior to overtopping of the dam, the spillway capacity would then be approximately 790 cfs or about 44 percent in excess of the routed test flood outflow.
